About the role :
Concern Worldwide (Concern) is a non-governmental, international, humanitarian organization dedicated to the reduction of the suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern has secured funding from the EU to implement a three-year project known as Building Resilient communities in West Kordofan (BRICK). The overall objective of the proposed project is to strengthen communities’ resilience to shocks and stresses, especially the most vulnerable households, within Abyei-Muglad, Keilak and Meriam localities.
This is a 36 month, new role with unaccompanied terms based in El Fula, Sudan with 80% of the time scheduled and spent in the programme areas in West and South Kordofan: You will have a salary Grade 3 €36,527 to €40,586.
You will report to the Area Coordinator for South and West Kordofan Concern and will work closely with the Programmes Director, Grants Manager, and other programme staff. You will line manage BRICK Programme Staff including Sector Coordinators, Finance Team, and System Team.
You will liaise with the Concern Sudan Country Director, the Health and Nutrition advisor, the Livelihoods Advisor, the MEAL Advisor, and other key staff from local and INGOs in Sudan.

Your purpose :
The primary purpose of this role to manage and coordinate the implementation of the BRICK project in West Kordofan state, Sudan to achieve the project objectives. S/he will lead the project team based in El Fula, West Kordofan state and in close partnership with local NGO partners working in the state. The PM is a key position in the project and will be responsible for the overall implementation of the project as per the project documents. The position holder will coordinate with external stakeholders and liaise with Concern’s national partner NGOs.
You will be responsible for :
Programme management :
- Consolidate and regularly update the overall project’s Detailed Implementation Plan (DIP) as per Concern’s formats in collaboration with the sector advisors/coordinators and system team ;
- Provide management direction and leadership support to the BRICK technical team throughout the project cycle ;
- Ensure effective implementation of project activities according to the required standards and technical guidelines to contribute to the attainment of project outcomes ;
- Hold regular meetings and coordinate with UNICEF field team to ensure coherence and synergy in the implementation of activities ;
- Develop tools for planning and tracking of progress with regular updates and ensure regular communication with the supervisor ;
- Prepare reports for and participate in both project management committee (PMC) together with UNICEF representatives and Project Advisory Committee (PAC)chaired by EU with representatives from Concern, UNICEF and state governments ;
- If need be, implement the recommendations of the PMC and PAC ;
- Ensure project budgets and usage in assigned location are conducted appropriately in accordance with donor commitment and agency guidelines and policies ;
- Provide guidance to field staff and local NGO partners, ensure the project implementation is in line with project objectives, budget, and provide necessary support when needed in accordance with donor commitment and agency guidelines and policies ;
- Ensure the cross- cutting issues such as conflict between farmers and pastoralists, protection and gender mainstreaming are well addressed in the project implementation process.
Monitoring, accountability and learning :
- Support staff to document good practices, failures, lessons learned, and stories from the field activities ;
- Submit regular reports (monthly and quarterly both for internal use and to the donor according to donor and Concern’s reporting requirement, templates, standards and deadlines ;
- Follow-up with local partner(s) to ensure the activities are implemented as per the DIP, technical guidelines & financial requirements are followed and both financial and narrative reports are submitted in time ;
- Ensure CRM measures for beneficiaries are implemented in all activities, evaluated and reported ;
- Promote collaboration, cross learning for with local authorities, NGOs/relevant stakeholders and I ;
- Continuously identify areas for improvement and provide recommendations ;
- Ensure monitoring, evaluation and accountability and learning (MEAL) systems of the project are fully implemented.
Capacity Building :
- Conduct capacity building trainings, workshops and other events as planned ;
- Provide technical guidance to staff by interpreting the activities, reviewing work plans and training plans ;
- Support partner NGOs’ capacity building for quality project implementations ;
- Support national NGO partner in compliance with the Concern’s and donor requirements, monitoring and report writing as may be requested.
Representation and Coordination :
- Represent Concern with external stakeholders at the state and locality levels, including UN agencies, state and locality government officials, I/NGO on in the state ;
- Actively participate in NGO, INGO, and UN Cluster meetings in the designated area, as and when required. Ensure participation of sector technical staff in the sub-clusters and relevant platforms in promoting synergies and avoiding duplication ;
- In coordination with the Area Coordinator, liaise frequently with UN agencies, clusters and other NGOs working in the assigned area ;
- Work closely with other Concern’s projects in the same state/localities to promote synergies ;
- Contribute to proposals writing for new projects as may be requested by the Programme Director.
Others :
- Be aware of, understand and comply with all of Concern’s policies and procedures (Code of Conduct and Associated policies, finance, logistics, HR, security management etc.) ;
- Contribute to ongoing security management and planning as necessary ;
- Actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one) ;
- Undertake other related duties as may reasonably be assigned by the Area Manager/Area Coordinator.
Your skills and experience will include :
- Advanced Degree in Project Management, International Development, Health and Nutrition; Agricultural sciences or related fields ;
- Demonstrated experience in managing standalone FSL or Health and Nutrition or integrated Projects ;
- At least five years’ experience working within international development with INGOs, including experience in fragile development countries ;
- Experience in managing grants and projects throughout the project cycle, including project design, proposal development, budget preparation, expenditure tracking, monitoring, evaluations and reporting ;
- Demonstrated capacity to produce high quality documents for internal and external use ;
- Experience in donor contract management, especially familiarity with the requirements of EU-funded contracts ;
- Demonstrated experience in working with and strengthening the capacity of partners ;
- Experience in cluster coordination system and ability to coordinate activities with external agencies, build, maintain and strengthen working relationships ;
- Ability to cope in a security risk environment, or to deal with challenging work situations ;
- Ability to develop and motivate cohesive project team to achieve project objectives ;
- Excellent communication, drafting and problem solving skills ;
- Computer literacy ;
- Have a strong sense of cultural sensitivity and diplomacy.
We would also like :
- Experience in developing MEAL systems especially using Digital Data Gathering tools ;
- Knowledge of different humanitarian standards, e.g. Core Humanitarian Standards (CHS), and FSL sector strategies, MoA strategy ;
- Experience in working in Sudan in particular and the east African region.
