Founded in 2007 by the French historian Patrick Weil, Bibliothèques Sans Frontières (Libraries Without Borders) is an NGO that empowers vulnerable populations by sharing culture, education and information. It implements inclusive and innovative projects in 30+ countries, enabling people affected by crises and precarity to educate themselves, dream and (re)build their lives. Thanks to its innovative tools, library of contents and expertise in mediation, BSF and its partners tackle the major challenges of the 21st century such as education, culture, citizenship, community building, health, employment or entrepreneurship.

COUNTRY RESPONSE PROGRAM
As part of its development strategy called Horizon 2030, BSF is building a regional response in West Africa. A regional office in Dakar, Senegal, has been inaugurated in 2022 and BSF operations in the region are growing. BSF is currently implementing projects in Senegal, Ivory Coast, Niger, Burkina Faso and is launching its operations in Nigeria.
A first ambitious program aiming at fighting sexual violence in conflict in Nigeria is being launched with the support of the French Ministry of Foreign Affairs “Centre de Crise”.
BSF is looking for a dynamic Gender-Based Violence Project Manager based in Maiduguri.
The Project Manager will then be responsible for ensuring that BSF project in the Borno State is duly implemented and the challenges addressed in order to provide relevant and efficient support to the populations, through proper delivery of adapted tools and services for each project.
POSITION WITHIN THE ORGANISATION
The project manager will be under the direct supervision of the Country representative.
KEY RESPONSABILITIES
The project manager is responsible for the following:
- Needs assessments.
- Supervise Identification of the target groups and of their needs, through interviews, questionnaires, focus groups, etc.
- Data analysis and reports
- Co-construction of the content strategy (objectives and activities), in coherence with the logical framework of the project
- Selection of content and equipment
- Selection of physical and digital content in the internal catalogue of BSF
- Identification of new physical and digital content and content suppliers
- Integration of new content into the BSF content catalogues
- Identification of local consultants where necessary, for specific languages, thematic and/or contexts (including translations)
- Procurement and shipping
- Coordinating the procurement of content and equipment
- Coordinating the kitting and shipping of goods to project destination, with the support of HQ Logistics officer
- Training of partner teams
- Assessment of the needs and skills of participants, and of the need for any potential external expertise
- Elaboration of the training program, with the support of the Project Advisor
- Organisation (including logistics) and facilitation of the trainings in coordination with the partners.
- Drafting of training reports
- Project digital support
- Technical support for the use, update and maintenance of BSF digital tools
- Reporting of technical problems to the technical team
- Partner support, in particular for mediation activities
- Continuous support to partners’ implementing teams, through adapted monitoring (coordination meetings, field visits, etc.)
- Selection of relevant activities within BSF internal catalogue, suggestions and formalisation of new activities
- Elaboration of program of activities with the partners
- Support in the design and facilitation of activities by partners
- Sharing of good practices amongst project teams
- Follow up of project implementation.
- Participation in information and coordination with HQ departments (feedback on content and equipment, sending of training reports, etc.)
- Coordination with the implementation partner local staff
- Coordination with the local SCO.
- Coordinate the production of tools (Cube/Kajou) with HQ (PO, follow up)
- Budget Monitoring under the supervision of the regional desk
- Collection and analysis of data to monitor project indicators.
- Documentation and reporting on project activities.
- Providing relevant material (photos, testimonies, etc.) to HQ Communications Department
- Participation in partnership meetings and cluster events
Any other task related to the projects implementation and that can emerge during the program implementation duration.
Expériences / Formation
SKILLS, QUALITIES AND QUALIFICATIONS
- At least 3 years in GBV project management (mandatory) with local organisations or NGOs working in Nigeria or in the Borno state.
- In-depth knowledge of the region and its challenges.
- Ability to represent BSF towards different stakeholders with communication skills, including excellent diplomacy skills with the ability to influence and negotiate.
- Flexibility, adaptation and problem-solving skills, with the ability to handle a wide range of themes from macro to micro and to manage priorities.
- Thorough, organized, and reliable, with the ability to work autonomously.
- Strong capacity to resist stress and pressure
- Experience working in conflict zones.
- Strong interest and adhesion to BSF’s values, mission and mandate
- Interest for digital education and new technologies is appreciated.
- Fluency in English is mandatory.
- Fluency in local languages is an asset.
Salaire
RECRUITMENT CONDITIONS
- Status: Fixed-term contract under Nigerian law (national staff contract)
- Duration: 12 months
- Starting date: As soon as possible
- Location: based in Maiduguri, with regular travel in the Borno state.
