Child Safeguarding: 

Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people

Role Purpose

The role holder is responsible in providing leadership and coordination in the overall safeguarding operation of the country office. Reporting to the HR Director, he/she champions a culture of safeguarding compliance throughout the country office and guides appropriate execution of requirements and internal policies and procedures.

He/she is also expected to manage the overall safeguarding framework standard and contextualizing the framework application through capacity building trainings for various groups, timely risk assessments for humanitarian projects, receive and manage reported safeguarding incidents and their timely closure on Datix in coordination with the relevant units. He/she also expected to ensure friendly reporting mechanisms for beneficiaries is in place, ensure communities are effectively communicated on relevant safeguarding information, strengthen the capacity of senior leadership and partners. Ensure the CO’s safeguarding KPI is on right track, lead the coordination of safeguarding team, focal points and champions across the country office, represent the CO in national networks and coordination meetings and regional and global forums. Capacitating safeguarding team, monitor and evaluate safeguarding standards practices and organize different learning forums on safeguarding practices. She /he is also responsible on safeguarding compliance, audit, maintaining and learning sharing.

SCOPE OF ROLE:

Dimensions: Save the Children works in all regions of Sudan with a current staff complement of approximately 600 and current expenditure of approximately $40+ million each year. 

Staff directly reporting to this post: Safeguarding officers and interns as appropriate and field Safeguarding focal persons on technical reporting.

KEY AREAS OF ACCOUNTABILITY:

Safeguarding Strategic planning and implementation:

  • Provide overall leadership for the strategic development and quality implementation of Safeguarding framework.  This includes leading the development of strategic plans and provide innovative thinking in multiple internal and external engagements to ensure a common vision and achievement of concrete actions.
  • Actively communicate and coordinate with the Senior Leadership team, other sector heads and relevant technical advisors and project managers to ensure an integrated approach is followed in the CO.
  • Serve as focal point for regular liaison and communication with relevant staff at the Regional Office.  Ensure proposed work in country is understood, in line with, and contributes to the fulfilment of global objectives and safeguarding efforts.
  • Ensure the CO’s strategy incorporates safeguarding component and support on its implementation and monitoring approach.
  • Identify technical support requirements, inclusive of field visits, as and when necessary.
  • Serve as the senior lead for all relevant external representation requirements

Safeguarding Operation:

  • Identify high-risk programs, conduct risk assessment, identify mitigation strategies, monitor and update the status in collaboration with program managers and focal persons at field level.
  • Ensure all relevant materials including safeguarding policy, local reporting procedure, training manuals, publication and related tools are in place and properly disseminated to staff, partners and representatives.
  • Ensure safeguarding awareness for staff, volunteers, beneficiaries and other representatives are effectively facilitated.
  • Organize annual safeguarding focal persons meeting to share learnings with the relevant function, thematic teams and senior management.
  • Ensure periodical focus group discussions with children and adult beneficiaries on safe programing and reporting are facilitated by safeguarding and operation champions.
  • Organize learning forums on safeguarding practices at different level of function, partners and operation.
  • Ensure system is in place for reporting, responding and appropriate support is given for senior managers on safeguarding incidents based on the local procedure and global guidance on abuse and exploitation as required.
  • Prepare and disseminate regular reports and updates on safeguarding practices to relevant staff including senior management team, HR colleagues, regional director, and country focal persons.
  • Receive and lead the investigation in safeguarding reports and monitor the case management.
  • Ensure adequate support is provided to relevant HR and recruiters on recruitment and proper documentation.
  • Ensure safeguarding is embedded in all proposal development activities and adequate budget is secured.
  • Ensure children participating in campaigns, events, media and communication efforts will not put at risk and appropriate procedure is followed by respective units and projects.
  • Facilitate opportunities for safeguarding colleagues to participate in regional and country level forums, networks and meetings.
  • Ensure partners supporting documents are documented, partner risk assessment result timely analysed and facilitated.
  • Participate on kick off meetings, project annual review meetings, national management meetings and related forums and networks.
  • Represent the organization internally and externally on any safeguarding related issues and technical support is provided for regional and global offices as required.

Proposal & budget development

  • In close coordination with PDQ-I and PDU team, participate in program proposal development activities.
  • Working with SMT and the Programme Implementation Director, participate in conceptualizing and designing innovative safeguarding initiatives.

Budget Holding Responsibilities

  • Ensure that safeguarding budget accurately reflects anticipated costs of planned work at all times.
  • Ensure safeguarding budget is entered and mapped accurately.

Staff Management, Mentorship, and Development

  • Manage the team; define expectations, provide leadership and technical support as needed.
  • Ensure and manage appropriate staffing within area of responsibility.
  • Ensure all direct reporting team have accurate and up –to- date JD.
  • Sets standard and agreed performance objectives for all direct reports.
  • Conduct periodic performance reviews at meetings with staff reporting to the role.
  • Ensure all new recruited staff gets Fraud, SS and Child safeguarding training and monitor the progress.
  • Ensure staff submit accurate time sheet on monthly basis on time.
  • Ensure that all staff understand and are able to perform their role in an emergency as well as in development contexts
  • Incorporate staff development strategies and Performance Management Systems into team building process.
  • Effective use of the Performance Management System including the establishment of clear, measurable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;
  • Coaching, mentoring and other developmental opportunities;
  • Recognition and rewards for outstanding performance;
  • Effective and timely management of poor performance
  • Documentation of performance that is less than satisfactory, with appropriate performance improvements / work plans.
  • Perform any other activities based on Line manager’s assignment.

QUALIFICATIONS AND EXPERIENCE

  • A Minimum of Bachelor Degree in social sciences, Child Protection, Education, Social work. Child safeguarding and other related filed and 10 years proven experience out of which 5 years in leadership role
  • Experience on facilitation and coordination of training and workshops
  • Practical experience on child participation on the intervention of program activities.
  • Significant experience in managing a team/program/project
  • Significant experience in staff management
  • Significant experience in Budget Management
  • Good skill in emotional intelligence
  • Knowledge in matrix management and interdepartmental networking
  • Experience in conducting assessment, monitoring and report writing
  • Strong computer skills, including the use of email, internet and Microsoft office
  • Fluency in written and spoken English

Desirable

  • Well versed and experienced in child safeguarding framework issues.
  • Experience on humanitarian response programs.
  •  Speaking & Writing of the local Language
