Scope :

This is a senior position responsible for overseeing the EUTF funded IRC’s health program in Gambella region in close collaboration with the Health Program Coordinator. The EUTF funded Gambella project, Promoting stability and strengthening basic service delivery for host communities, refugees and other displaced population in Gambella Regional State (GRS) of Ethiopia targeting four woredas, Gog, Itang, Gambella town and Gambella zuria woredas is a consortium involving IRC, ZOA and OSSHD with specific objectives of creating Better access to and higher quality of health services, including sexual and reproductive health services and gender-based violence services, for host communities, refugees and others displaced people and Promote Peacebuilding, conflict prevention and reconciliation in GRS where all three partners have to work collaboratively to deliver the intended project result mainly on health and peacebuilding. IRC is the prime of this consortium and the Assistant health coordinator will be responsible to coordinate with the other consortium members on project implementation and follow up. The position holder will be based in Addis Ababa with frequent travel to the field. She/he will provide oversight to field-based staff on the implementation of the health program in Gambella region under this grant. The Assistant Health Coordinator will help ensure the strategic direction of the IRC’s health program is carried forward and that opportunities for integration and collaboration with other sectors are developed in a productive manner. She/he will work with the Health Program Coordinator and Health Technical Unit staff in designing projects, as well as in developing funding proposals for the health program in coordination with the Grants Unit when needed. The position holder will undertake program monitoring and evaluation, ensure health staff deliver quality inputs to project reports, and conduct timely budget reviews and tracking.

 

Responsibilities :

Technical :

  • Leads and coordinates the consortium members of EUTF Gambella project ;
  • Track project performance against key performance indicators and guide the team to achieve project targets ;
  • Identify performance gaps and design interventions and develop action plans in collaboration with project managers to manage activities and improve the quality of services ;
  • Ensure quality of clinical and non-clinical service provision in IRC supported health facilities according to national, WHO or international standards through the communication of standards, assessing and monitoring performance against standards and guiding and motivating staff to meet and maintain quality standards ;
  • Provide timely and quality inputs to project design and funding proposals, including the writing of technical narrative content, developing log frames, and budgeting ;
  • Play a coordination role in the consortium of EUTF Gambella project and represent IRC in meetings and donor visits ;
  • Participate in all relevant forums, working groups, and coordination meetings relevant to EUTF Gambella project and other thematic areas and effectively represent IRC ;
  • Provide technical supervision of all IRC health projects in the designated region(s). Extend the necessary support and supervision to the IRC’s implementing partners when requested ;
  • Ensure that health interventions in Ethiopia adhere to IRC’s core policy documents and guidelines, including the Outcomes and Evidence Framework (OEF) ;
  • Promote the quality of the IRC’s health programs by setting up quality assurance systems ;
  • Support field program staff to monitor the evolving needs of the target communities, conduct assessments on health needs in new project areas and adjust the programmatic priorities as applicable ;
  • Maintain documentation of relevant information and communicate to the health coordinator regularly ;
  • Ensure the appropriate communication channels are maintained with the Health Unit Technical staff.

Program Management :

Grant Management :

  • Ensure all consortium member partners show effective collaboration on the project implementation ;
  • Ensure the implementation of the health grant, especially the EUTF Gambella project according to internal IRC and donor regulations ;
  • Participate in Project Cycle Management (PCM) meetings including grant opening, midterm review, and grant closing meetings for health grants when needed and ensure that the same process is implemented in the field ;
  • Support the field based Program staff in the use of PCM tools such as budget tracking tools, activity progress monitoring tools, procurement plans, etc. ;
  • Ensure Health Technical Unit staff in-country provide timely and quality inputs to project reports.

Budget Management :

  • In Collaboration with the field staff, develop spending plans and monitor the implementation of these spending plans for each grants in the field office ;
  • Work with Health Coordinator and other relevant staff to streamline and build the capacity of program staff to the optimal use of budget tracking tools ;
  • Conduct monthly BVA reviews and make appropriate recommendations to the finance and logistics staff in Addis as well as to the field-based health staff ;
  • Coordinate technical team inputs to, and directly provide inputs when needed to, project/budget amendments ;
  • Work with finance to undertake budget recording as the need arises.

Monitoring & Evaluation :

  • Ensure that the stated goals and objectives of the health project supervised by the position under the field office are met with strong monitoring and evaluation follow up ;
  • Participate in the design and delivery of robust M&E plan and design/adapt health information systems including surveillance systems for the IRC health programs in Ethiopia ;
  • Review all reports prepared by the field staff in the assigned region and provide appropriate feedback to the concerned staff and ensure that reports are submitted on time to relevant parties ;
  • Prepare regular reports as required for the respective donors and for IRC New York Health Unit in consultation with the Health Coordinator ;
  • Conduct regular project review meetings with field-based staff to assess the level of achievement of project targets.

Human Resource Management :

  • Conduct performance reviews and participate in developing capacity strengthening plans for project staff ;
  • Contribute to the training of health staff (mentoring, on-the-job sessions as well as formal trainings) ;
  • In consultation with the Health Coordinator and Admin & HR Coordinator, review applicants for all health positions and assist in the recruitment of qualified health staff.

Representation :

  • Represent IRC on the consortium, local communities, government departments, international agencies, local partners, and donors as required ;
  • Attend relevant meetings and prepare meeting notes as required and share these with all concerned ;
  • Plays a leading role in the consortium of EUTF Gambella project on behalf of IRC

Miscellaneous :

  • Actively promote and participate in IRC Strategic initiatives including annual evaluation of Good and Great Standards, revision of IRC Ethiopia Strategy Action Plan and Gender Equality strategy ;
  • Support with the updating of the IRC’s staff health protocols and train staff as necessary ;
  • Other duties as assigned by the Health Coordinator.

 

Profil :

Essential :

  • Masters level education in health-related fields such as MPH. Must have a health clinical background (nursing, health officer, MD) ;
  • Five years of professional experience implementing and managing health programs and related budgets ;
  • Proven experience supervising, managing, and providing technical support and assistance to field-based program/project staff. International NGO experience in a similar role is a plus ;
  • Demonstrated experience in proposal development, including practical experience with budgeting, log frame development, and writing of technical descriptions ;
  • Excellent English writing skills (candidates will be asked to demonstrate these skills in a practical exam if shortlisted) ;
  • Excellent oral and written communication skills ;
  • Strong organizational and interpersonal skills ;
  • Ability to work effectively and efficiently both with minimum supervision and as part of a team.

Desirable :

  • Experience in leading a multi-disciplinary consortium ;
  • Experience in conducting health assessments.
