Founded in 1933 at the request of Albert Einstein, the International Rescue Committee (IRC) is one of the largest humanitarian organizations in the world. The IRC assists, provides rehabilitation and provides post-conflict reconstruction support to victims of oppression and violent conflict. Present in more than 40 countries, IRC’s mission is to help the people whose lives and livelihoods are affected by conflict and disaster to survive, recover and take charge of their future.

In the face of a growing humanitarian crisis, the IRC is running emergency programs in the Far North and South West regions of Cameroon. The planned programs include environmental health (EH), Protection and Rule of Law (PROL), Economic Recovery and Development (ERD) and the Women Protection and Empowerment (WPE).

Based in Buea, with frequent travel to Bamenda, the Protection Cluster Co-Facilitator position will be reporting to the Protection Rule of Law Manager, with Technical reporting lines to the Protection Rule of Law Coordinator. In partnership with the UNHCR Protection Cluster lead, the Protecton Cluster Co-Facilitator will support the Cluster mechanism in the Northwest region (Bamenda), Southwest region (Buea), and the areas of responsibilities in both regions. The Co-Facilitator works to improve the effectiveness of the humanitarian response of the Protection Cluster in accordance with the Cluster TOR, the IRC-UNHCR Memorandum of Understanding, and the IASC guidelines to meet high standards of transparency, predictability, and accountability to affected communities. 

 

Specific responsibilities :

Protection Cluster Strategy :

  • Contribute to the updating and follow-up of contingency plans, strategies and action plans ;
  • Support the elaboration and delivery of strategic objectives of the cluster including support to enhancement of protection monitoring, data analysis, information management and sharing among different actors, and strengthen the protection capacity of stakeholders including communities ;
  • Provide support in advocacy efforts and development of creative partnerships with relevant actors to enable humanitarian access and to enhance response to the risks faced by the affected populations.

Co-facilitation and partner support :

  • Support the organizing and co-facilitation of Protection Cluster meetings, ensuring review and sharing of responsibilities for documenting meeting points ;
  • Promote and support accountability to affected populations ;
  • Support the production of reporting and analysis of protection situation in the Northwest and Southwest regions ;
  • As agreed with UNHCR, support promotion of protection mainstreaming, in addition to efforts of training and capacity building of Protection Cluster members, humanitarian actors and stakeholders.

 

Profil :

  • Bachelor’s degree in relevant discipline (law, social work, international politics, international development, social studies, etc…) ;
  • Master’s Degree is an added advantage ;
  • Demonstrated successful experience delivering Protection-themed trainings to key stakeholders ;
  • Three years work experience in relief or development programs with clear focus on Protection Programming ;
  • Demonstrable understanding of Cluster coordination mechanism, Humanitarian and Protection principles, Protection Cluster standards & Humanitarian Project Cycle ;
  • Demonstrable high-level performance management and team-working skills, with experience in external representation ;
  • Ability to work well under unstable security, administrative, and programmatic pressures ;
  • Very strong verbal, written and editing skills ;
  • Excellent computer skills, particularly in Word and Excel ;
  • Flexibility to adapt to changing requirements ;
  • Previous experience from working in complex and volatile environment ;
  • Documented results related to the position’s responsibilities ;
  • Understanding latest developments and familiarity with current issues, trends and priorities in Cameroon North/west and South west areas  ;
  • Familiarity with international minimum standards of service delivery (i.e., SPHERE) is an advantage  ;
  • Knowledge of South-West and North-West regions use, habit and local language ;
  • Good skills in Excel and Word  ;
  • Fluency in English and work knowledge of an international language are required, Pidgin English skills are a plus.
