AGRICULTURE FINANCE AND RURAL INFRASTRUCTURE

Expressions of interest are being requested for a Junior Individual Consultant Position

 

  1. The African Development Bank (AfDB) invites eligible consultants to indicate their Interest in Services to assist the Rural Infrastructure Development Division (AHFR.2), in the Agriculture Finance and Rural Development Department (AHFR) ;
  2. The services to be provided under the Assignment include :
  • Undertake literature review on relevant topics to the Division’s work program ;
  • Conduct research and summarize data in user friendly formats (charts, tables, maps, etc.) for the preparation of reports, economic intelligence, and statements for Senior Management ;
  • Assist with the of presentation materials, flagship publications, and any other reports the Division might be called upon to produce ;
  • Backstop the Division’s staff in their other operation activities planned under the department work program ;
  • Analyze the technical proposals/studies emanating from the Regional Member Countries (RMCs) and provide effective well-informed inputs towards the realization of the goals of the Feed Africa Strategy particular on the scaling up of efficient and effective value addition as a base of agro-industrialization ;
  • Actively participate in regular division and departmental meetings ;
  • Support the AHFR2 division in preparation of funding/co-financing proposals for project preparation for various RMC’s ;
  • Undertake strategic field missions as part of the Project development team implementing the Special Agro-industrial Processing Zones (SAPZ) in RMC’s ;
  • Perform the financial setup of planned SAPZ projects in countries, such as, Cote d’Ivoire, Senegal, Mozambique, Ethiopia, Madagascar, Liberia, Tanzania and Nigeria for the 2020 work program on Costab software ;
  • Undertake the Financial and Economic analysis (CBA) of planned projects in countries, such as, Cote d’Ivoire, Senegal, Mozambique, Ethiopia, Madagascar, Liberia, Tanzania and Nigeria ;
  • The consultant will also be required to perform any other tasks assigned to him/her by the AHFR.2. Division Manager ;
  • Undertake any other PEVP tasks that the PESR management may assign.

Terms of reference for the assignment is specified in Appendix I.

  1. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this assignment (documents, reference to similar services, CVs, experience in similar assignments, etc.) in the format specified in Appendix II ;
  2. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the engagement of Junior Consultants. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
  3. The duration of services is six (6) months ;
  4. The place of assignment is Abidjan, and ;
  5. The estimate starting date is 1st September 2020 ;

  1. A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the
following criteria:
Level of education in general 20%
Educational level compared to the field of mission 20%
Number of years of experience relevant to the mission 40%
Fluency in English or French 20%

TERMS OF REFERENCE FOR INDIVIDUAL JUNIOR CONSULTANT TO SUPPORT THE RURAL INFRASTRUCTURE DEVELOPMENT DIVISION OF THE BANK

Introduction :

INTRODUCTION AND BACKGROUND : 

Established in 1964, the African Development Bank is the premier pan-African development institution, promoting economic growth and social progress across the continent. There are 80 member states, including 54 in Africa (Regional Member Countries). The Bank’s development agenda is delivering the financial and technical support for transformative projects that will significantly reduce poverty through inclusive and sustainable economic growth. In order to sharply focus the objectives of the Ten Year Strategy (2013 – 2022) and ensure greater developmental impact, five major areas (High 5s) have been identified for scaling up, namely; light up and power Africa, feed Africa, industrialize Africa, integrate Africa and improve the quality of life for Africans.

One of the major flagships being promoted in the implementation of the Feed Africa Strategy is the development of Special Agro Industrial Processing Zones (SAPZs). SAPZs (in some instances may also be known as Agro-Industrial Parks, Agribusiness Parks, Mega Food Parks, Agropoles, Agro-clusters, etc.) are agro-based spatial development initiatives, designed to concentrate agro-processing activities within areas of high agricultural potential to boost productivity and integrate production, processing and marketing of selected commodities.

 The Rural Infrastructure Development Division has the following deliverables :

  • High-quality and Innovative Instruments for Rural Infrastructure Integrated into Projects ;
  • Practical Implementation Arrangements with Key Implementing Partners ;
  • Knowledge Management of Rural Infrastructure Best Practices ;
  • Enabling Environment and Alliances with Key Stakeholders; and
  • Monitoring of Performance and Recommendations for Corrective Actions.

OBJECTIVE AND ACTIVITIES OF THE ASSIGNMENT :

The consultant’s primary responsibilities will be to provide support to the Division’s Project cycle management activities.

Specifically, she/he will be requested to complete the following tasks :

ADMINISTRATIVE AND TECHNICAL REPORTING :

The Consultant will work independently, under the overall guidance of the division manager (AHFR.2) and under the immediate supervision of the task manager for this undertaking.

DURATION OF THE ASSIGNMENT :

The assignment will be for six (6) months with possibility of renewal, subject to satisfactory performance. For the entire duration of the assignment, the junior consultant shall be physically present at the Bank’s offices in Abidjan, Cote d’Ivoire.

QUALIFICATIONS AND EXPERIENCE REQUIRED : 

  • A Masters’ degree (or equivalent) in Agricultural Economics or related field. A national of the Bank’s Regional Member Country (RMC) ;
  • Less than 32 years of age ;
  • A minimum of two (2) and maximum of five (5) years working experience ;
  • Proficiency in Costab, MS Packages (Word, PPT and Advanced Excel), any other of the World Bank Compass tools for project analysis ;
  • He should be able to communicate fluently, in writing and orally in French or English, with a good working knowledge of the other language.

REMUNERATION :

The Consultants will be paid a competitive monthly lump sum for the entire period in accordance with Bank’s remuneration guidelines for Junior Consultants.
