Background :

The Federal Republic of Somalia has received financing from the African Development Bank toward the cost of Strengthening Institutions for Economic Policy Management and Infrastructure Development Project (SIEPMID) and intends to apply part of the agreed amount for this grant to make payments towards the contract for the Road/Highways Engineer for Enhancing Skills for Infrastructure Development component which aims to improve the capacity of the Federal Ministry of Public Works, Reconstruction and Housing ministry to fulfil its mandate including undertaking feasibility studies, detailed engineering design, and assessment reports for Infrastructure projects.

The Federal Government of Somalia (FGS) is seeking for Road/Highways Engineer who will be will be an integral part of the Federal Ministry of Public Works, Reconstruction and Housing and shall provide roads/highways Consultancy services to the Public Works, which will aid in the restoration and maintenance of infrastructure (roads and bridges); and to provide technical advice to other departments/ministries as required.

Road/Highways Engineer will report to Director-General, Ministry of Public Works and the main activities includes: Project management including participation in reviewing, planning and programming civil works; Monitoring physical implementation and providing backstopping quality control supervision to roads programs and projects; Develop geometric design from the survey results using AutoCAD, Civil CAD and/or other appropriate programs; Review the hydrological and drainage designs and modify as per the project requirements on site; Supervise contractors on site, ensuring that the works meet the highest standards expected by the ministry; Ensure all works, undertaken by the contractor are of good quality, as per specifications and with approved quality materials. The required academic qualification is Master’s in an infrastructure-related field such as civil or transportation engineering and construction management, must be registered with recognized registration body with at least 10years experience. The contract duration will be Nine months with possibility of extension subject to satisfactory performance and availability of project funds. The Duty station is Mogadishu with occasional travel to the field.

The FGS now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (curriculum vitae, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.).

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy, 2015, which is available on the Bank’s website at http://www.afdb.org.
