How can you make a difference?
The purpose of the assignment is to lead the production of reports for the Consultant for Impact Monitoring Survey (CIMS) phone survey in Sierra Leone.
Specific objectives are :
- Producing high quality reports and analysis of data from the CIMS survey, conveying the impact of COVID 19 on households and children ;
- Presenting and discussing the trends in impact as the pandemic progresses.
Activities, Tasks, Outputs and Deliverables :
The assignment covers data analysis and report writing for two rounds of the CIMS survey.The first round is being fielded in July 2020, while the second round is expected to be fielded in September-October 2020.
The deliverables under this consultancy will be :
- Tabulation plan to be approved by World Bank, UNICEF and Statistics Sierra Leone (SL) ;
- Draft report from first round including full set of tables ;
- Final report from first round incorporating all comments received from UNICEF, World Bank and Statistics SL ;
- Draft report from second round including full set of tables, discussing trends and current status ;
- Final report from second round incorporating all comments received from UNICEF, World Bank and Statistics SL ;
- 3 thematic 2-page briefs based on the data from first and second round (1) education, 2) adolescents, and 3) nutrition linked with food security, social protection and access to health care)
Management, Organization and Timeframe :
The consultant will report to the UNICEF Chief of Evidence Policy and Social Protection (EPSP) and will be working closely with UNICEF, the World Bank and Statistic SL in completion of the assignment.
A total of 25 working days over the period August – Mid-December 2020 will be allocated for the assignment.
Schedule of Deliverables :
- Final tabulation plan and report outline (table of content) for round 1, approved by UNICEF, World Bank and Statistics SL- 1 week after contract signature (0.5 days) ;
- Draft report from first round including full set of tables ;
- Final report from first round incorporating all comments received from UNICEF, World Bank and Statistics SL- 20th September 2020 (8.5 days) ;
- Final tabulation plan and report outline (table of content) for round 2, approved by UNICEF, World Bank and Stats SL- 30th September 2020 (0.5 days) ;
- Draft report from second round including full set of tables, discussing trends and current status ;
- Final report from second round incorporating all comments received from UNICEF, World Bank and Statisticds SL- 15th November 2020 (13.5 days) ;
- 3 thematic 2-page briefs based on the data from first and second round (education, adolescents and child nutrition)- 10th December 2020 (2 days).

If the final reports and documents are not submitted according to the deliverables stated in this TOR, the payments will be withheld. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines (Payment will only be made for work satisfactorily completed and accepted by UNICEF. All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.
UNICEF recourse in case of unsatisfactory performance : Payment will only be made for work satisfactorily completed as per agreed deliverables and accepted by UNICEF.
Terms of Payments : Payment, upon completion of each deliverable according to schedule
Condition of work :
- The consultant will work remotely ;
- No travel is involved in the assignment ;
- The Consultant will be required to complete certain mandatory courses prior to commencement of the assignment.
To qualify as an advocate for every child you will have…
- An advanced university degree (Master’s or higher) in Statistics, Social Research, Socail Sciences, Economics, or other relevant areas ;
- At least 5 years’ experience of data analysis and report writing for household surveys ;
- Excellent analytical and writing skills ;
- Excellent communication skills ;
- Advanced computer literacy, incl. STATA for data analysis ;
- High level of proficiency in English ;
- Previous experience of working with government surveys an asset.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
