AGRICULTURAL VALUE CHAIN DEVELOPMENT PROGRAMME (AVCP) – PROJECT 1
REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES – FIRMS)
The Government of the Republic of Uganda has received financing from the African Development Fund towards the cost of the Agricultural Value Chain Development Programme (AVCP) – Project 1 and intends to apply part of the agreed amount for this loan to payments under the contracts for Consultancy services for Technical Agricultural Extension and Agri -business Development Services.
The services included under this project are consultancy services to provide Technical Agricultural Extension and Agri-business Development Services for the Agricultural Value Chain Development Programme (AVCP) – Project 1 under the Ministry of Agriculture, Animal Industry and Fisheries. The specific project objective is to improve household incomes, food security, and climate resilience through commercial agricultural practices, sustainable natural resources management and agricultural enterprise development. The project targets to reach 1,816,756 beneficiaries of which 52% are women and comprising 386,544 households.
The AVCP is being implemented along a commodity value chain framework, with focus on three commodity value chains, namely: Rice, Maize and Dairy/Beef value chains. The project implementation is in 47 districts spread across the country. The consultancy will be for a maximum of 36 months, effective from date of contract signing.
Two (02) Business Development Service (BDS) providers will be recruited covering Northern and Eastern Uganda; and Central and Western Uganda along a commodity value chain framework.
The Ministry of Agriculture, Animal Industry and Fisheries now invites eligible consultants to indicate their interest in providing these services. Interested Firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, e.t.c.) and specifically :
- The firm must have proven similar experience from previous clients in the same field of expertise (provide detailed information on each of the similar assignments) ;
- The firm must have worked within a village agents model partnership involving the private sector, civil society and village agents in the past 24 months ;
- The firm must provide evidence of skills among staff of: Agricultural Economics, Extension or related field, Agribusiness, Finance/ Accounting, Community Development/ Rural development, Monitoring and Evaluation and IT/ Computer with experience in Agricultural Development, Monitoring and Evaluation, Agricultural Advisory and Agribusiness Services, and Maize, Rice, Dairy/Beef value chains.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the Procurement Policy for Bank Group Funded Operations, October 2015 which is available on the Bank’s website at http://www.afdb.org.
