UNICEF works in some of the world’s toughest places, to reach the world’s most disadvantaged children. To save their lives. To defend their rights. To help them fulfill their potential.
Across 190 countries and territories, we work for every child, everywhere, every day, to build a better world for everyone.
And we never give up.
For every child, a fair chance
Uganda is one of the over 190 countries and territories around the world where we work to overcome the obstacles that poverty, violence, disease, and discrimination place in a child’s path. Together with the Government of Uganda and partners we work towards achieving the Millennium Development Goals, the objectives of the Uganda National Development Plan, and the planned outcomes of the United Nations Development Assistance Framework.

The purpose of the assignment is to document the analytical work carried out by the NIPN Analysis Unit at UBOS and the Policy Unit at OPM and develop different knowledge products and communication materials that will contribute to improve policies and programmes. In addition, the assignment will include capacity strengthening activities on nutrition documentation directed to governmental and non-governmental nutrition stakeholders in Uganda.
The consultant will work closely with the Policy Unit at OPM and the Analysis Unit at UBOS to identify the areas for documentation and develop knowledge products using the evidence from data collection activities targeting a wide range of audiences.

UNICEF, UBOS and the Consultant will meet on monthly basis to review the progress of deliverables
Background :
Uganda has made good progress in improving the availability of nutrition data, but the level of data completion, disaggregation and use for policy and programming remains limited. The National Information Platform for Nutrition (NIPN) is an initiative of the European Union (EU), the United Kingdom Department for International Development (UKAid) and the Bill & Melinda Gates Foundation that aims to strengthen national capacity to make better use of existing information and data to inform policies, programmes and interventions in all sectors. The initiative is expected to contribute to better nutrition for the Ugandan population. This action requires the analysis of key policy and programmatic issues; a systematic review of existing information both internationally and nationally on the issue identified; and, most importantly, the analysis of existing data from Uganda to shed light on the subject.
The project is being implemented by the Office of the Prime Minister (OPM) in partnership with the Uganda Bureau of Statistics (UBOS), UNICEF and the EU, and in collaboration with all the sectors involved in supporting the implementation of the Uganda Nutrition Action Plan II (UNAP II). While the policy unit at OPM leads on the identification of key policy and programmatic issues, the analysis unit at UBOS leads on the analysis of the existing data available. UNICEF provides overall technical support for the implementation of NIPN actions.
In the frame of the ongoing action, the NIPN core team has identified the need for UNICEF to recruit a Senior Nutrition Documentation Expert that supports OPM and UBOS with the development and revision of knowledge products and communication materials. By recruiting this expert, NIPN will ensure that data is well captured and optimally utilized to inform programmes and influence policies through evidence. This will also ensure additional visibility of NIPN. In addition, the Senior Nutrition Documentation Expert will be tasked with strengthening the capacity of nutrition stakeholders in documentation and communication for nutrition.
