With strong Government commitment to child rights and support from a wide range of partners, Mali has made some progress inmoving forward some child rights indicators in the past decade. For example, infant mortality declined slightly from 56 to 54 per 1,000 live births and stunting among children under five decreased from 38 to 27 per cent between 2012 and 2018. Yet, despite 5 per cent annual economic growth since 2013, Mali remains one of the poorest countries in the world: 44 per cent of the population (55 per cent in rural areas) lives below the national poverty line. The country faces a protracted humanitarian crisis and population displacement, with constrained humanitarian access hampering progress towards the Sustainable Development Goals.

The organization of UNICEF in Mali around one country office and five Field Offices represents the relevant operational structure to meet program implementation needs and achieve key results for children. This has resulted in greater involvement of the zonal offices in the planning and implementation of the Country Program.  Within this framework it is expected that human resource management will be efficient and transparent; that staff skills will be continuously improved; and that duty of care and core values will be well established.

 

How can you make a difference?

The new HR Officer (Learning and Development), NOB, in Mali CO  reports to the HR Manager for close guidance, mentoring and supervision. The Officer provides support to the supervisor and colleagues in the unit by executing HR services through applying knowledge of theoretical HR models, as well as understanding of organizational HR policies and procedures. The incumbent will support the HR Manager in the design and implementation of the Learning & Development Plan for the new country programme (2020 – 2014), taking into account the results of the Skills Gap Analysis. He / She will assist in the design of tailored learning and training events / programmes in response to the needs of a diverse work force. He / She will work closely with the other HR team members, Hiring Managers, DHR and the Regional Office in developing initiatives that will boost UNICEF Mali staff career opportunities and advancement. 

  

Key accountabilities and duties & tasks  :

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primary, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results :  

  1. Strategic Human Resources : Keep abreast, research, benchmark, and implement best and cutting-edge practices in HR management and contribute to the development of global policies, procedures and introduce innovation through sharing of best practices and knowledge learned ;
  1. Support to Implementation of assigned Human Resources Services :
  • Provide support to hiring managers in career development, performance management, data analytics, learning & development etc. to help in implementing efficient client services that help either attract, retain and/or motivate staff of the highest caliber.
  •  When assigned casework in the relevant area on either a routine or non-routine basis, analyze and synthesize issues and problems, and interpret established, formal guidelines to address and recommend solutions or further actions required.
  1. Learning and Capacity Development :
  • In collaboration with business owners, support the design and delivery of learning plans for staff ;
  • Serve as Secretary to the Human Resource Development Committee (HRDC) ;
  • Reviews at the end of each year the office’s achievement with regard to the annual learning/training plan and activities, highlighting success, weaknesses and challenges; and drafts a report including recommendations for consideration in the preparation of the annual learning plan ;
  • Contribute to the mapping of competencies for all staff included in the assigned client portfolio, assisting in the development of a comprehensive framework in support of the development of the talent pipeline ;
  • Develop and implement structured approach to career development counselling ;
  • Research on efficient and cost-effective learning products which enable staff to develop their skills and competencies.
  1. Performance Management : Monitor completion of PERs, participate in calibration meetings, follow up on recommendations
  1. HR Data Analytics :
  • Collect, interpret and analyze HR data to help inform decision making on HR processes and strategies. Support the development and implementation of data collection systems to optimize data quality. Coordinate with country offices and partners to provide assistance in their HR information management ;
  • Keeps and maintains up-to-date records of training and development for career planning purposes and administration.

 

To qualify as a champion for every child you will have…

  • A University Degree in human resource management, business management, international relations, psychology or another related field is required. Additional training in organizational learning & development is an asset ;
  • At least two years relevant professional experience in HR Management, with a focus on Learning & development; Performance Management and Career Development ;
  • Experience with UNICEF / UN Agencies or International Institutions is highly desirable ;
  • Fluency in French and English is required ;
  • Knowledge of the local language of the duty station is highly desirable.
