To successfully deliver on the Key Results for Children and the SDGs, the WCARO Child Protection team requires targeted information management capacity to support countries in the response to violence against children, including sexual violence (KRC5); child marriage (KRC6); and birth registration (KRC7). For countries to reach their ambitious 2021 KRC and 2030 SDG targets, countries require significantly strengthened capacity in data and evidence generation at the national and decentralized levels as an integral part of strengthened systems and good programming. Quality, timely data for the protection of children drives the nexus between development and humanitarian response, now all the more essential in the context of the COVID-19 pandemic. The Regional Office Child Protection section seeks to provide country offices (COs) with dedicated information management expertise, oversight and a regional network of support to help countries to strengthen case management and interoperable information management systems. Capitalizing on early successes of building up the regional information management for child protection network and advances in digitization of case management and birth registration in Central Sahel countries such as Burkina Faso, Mali and Niger, as well as Benin, CAR, Cote d’Ivoire, Guinea, Senegal, Nigeria, Sierra Leone and Ghana, the WCARO Child Protection Section seeks a temporary appointment (TA) of an Information Management Specialist with specific expertise in digital tools and platforms including Primero/CPIMS+/GBVIMS+, RapidPro and Data for All (DFA).
The purpose of this position is to build on existing advances during the current Strategic Plan cycle (2018-2021) in the development and deployment of digital tools for information management, and to strengthen the data and information management capacity of UNICEF Child Protection CO sections and partners at the national level and decentralized levels.
Dedicated support in information management and digital tools is considered essential at the regional level to provide coherent, high quality oversight, technical guidance and quality assurance on systems, tools and processes in line with international standards. The WCARO Child Protection team will place specific emphasis on improving data collection tools, including digital case management forms and CRVS, and strengthening systems for data consolidation and analysis, ensuring that data are consistently transmitted from the decentralized to the central levels, and are consolidated, analysed and used to improve the care and protection provided to children through interventions and programmes, and to raise awareness and are used for advocacy where needed. The WCARO Child Protection team and country offices across the region require specific expertise in the deployment of core digital tools and information management systems in humanitarian and non-humanitarian settings.
How can you make a difference?
Working together with the Child Protection Specialists and under the supervision of the WCARO Child Protection Specialist (M&E), the Regional Child Protection Information Management Specialist / Primero Deployment Specialist will be responsible for the following :
- Act as regional lead on Primero and digital tools for information management :
- Provide technical guidance to COs on the deployment of digital innovations, including cross-border case management in emergency and non-emergency settings to support victims of gender-based violence and children on the move (ex. Primero / CPIMS+ / GBVIMS+, Kobo) ;
- Serve as francophone global lead on Primero and liaise with other global and regional leads on coordinated deployments and other initiatives ;
- Provide technical guidance and support to COs in the planning and reporting of FGM Joint Programme activities through the Data for All (DFA) platform ;
- Support the COs in the use of RapidPro in the collection and reporting of civil registration data.
- Coordination :
- Build a robust regional information management for child protection network at country level through capacity-building and training and facilitation of cross-country exchange of good practices ;
- Act as IM focal point for UNICEF’s Regional Child Protection section in technical forums (working with the sub-clusters in the countries and with the regional sub-group CPiE) ;
- Participation in UNICEF and OCHA led IMWGs, inter-cluster meetings, regional CPiEWG; regular liaison with OCHA, UNHCR, etc. ;
- Support regional bodies, such as ECCAS and ECOWAS, on strengthening the child protection information management system.
- Support to regional and country office data analysis :
- Support on in-depth analysis for presentations, regional workshops, etc. based on needs of the CP Specialists ;
- Advocate and support COs on the use of harmonized indicators and other relevant indicators across programmes (KRC, COVID-19, Strategic Plan, Humanitarian, etc.) ;
- Review CO regular Sitreps and perform quality control of reported data (including data reported in RPM), following up on data concerns with countries as required ;
- Together with the M&E Specialist, provide direct support to countries on data from surveys, studies and needs assessments. For those with COVID-19 and regular humanitarian HACs, provide mid-year and annual review of data and analysis of humanitarian needs overviews (HNO), of estimated people in need (PIN), targets, funding requirements, as compared with the previous years and taking into account new changes in humanitarian contexts, to ensure scale according to need, for RO and CO review and use.
To qualify as an advocate for every child you will have :
- Advanced university degree in computer science or social sciences, political science, public health or other relevant field ;
- Minimum of 5 years relevant experience developing and supporting information management systems in humanitarian and non-humanitarian settings ;
- Demonstrated expertise in the deployment of online, open-source information management systems (ex. Primero) ;
- Strong background in mobile data collection is an asset ;
- Familiarity with the Data For All platform (DFA) ;
- Ability and willingness to travel to emergency countries in the region ;
- Fluency in French and proficiency English.
