Title of the assignment : Temporary Support to the Organization and Methods Division
Brief Description of the Assignment : Under the supervision of the Manager, the Junior Consultant will support the delivery of the Organization and Methods Division’s work program. This includes providing administrative, logistical, research, writing, translation, documentary, archiving, information management, outreach and other assistance as necessary to deliver the work program of the Division.

TERMS OF REFERENCE FOR THE RECRUITMENT OF JUNIOR CONSULTANTS (2 positions)
- Introduction :
The African Development Bank (AfDB) was established in 1964 with a mandate to promote economic growth and social progress across the continent. It comprises 80 member states, including 54 African countries (Regional Member Countries). The Bank’s development agenda includes delivering the financial and technical support for transformative projects that will significantly reduce poverty through inclusive and sustainable economic growth. To ensure greater developmental impact and accelerate delivery for Africa, the Bank is focusing on five major areas (High 5s) of its Ten Year Strategy (2013 – 2022). These five areas are energy, agro-business, industrialization, integration and improving the quality of life for the people of Africa.
The Senior Vice-President (SVP) supports the President in the day-to-day management of the Bank Group to achieve its strategic objectives. The SVP is also responsible for driving a performance culture that will align all processes and systems to deliver high impact results; ensuring the seamless coordination of the implementation and monitoring of key corporate decisions and the identification of institutional and managerial weaknesses and the proffering of necessary corrective measures and actions. The incumbent also oversees and ensures compliance of the Bank with the dictates of its policies and strategies, including fiduciary, environmental, and social safeguards, risk management functions, etc.
The SNVP and SMCC Directorate (SNDI) coordinates and supports the SVP in the execution of responsibilities related to: (i) coordinating the implementation of Bank-wide activities; (ii) monitoring corporate performance and results; (iii) ensuring organizational/institutional effectiveness and efficiency; and (iv) overseeing organizational units reporting directly to the SVP. The SNDI Director also plays the role of secretary to the Senior Management Coordination Committee (SMCC) secretariat, and supports the SVP in Board and Board Committee meetings.
The Organization and Methods Division supports the SVP in the execution of responsibilities related to : coordinating the implementation of Bank-wide activities relating to business improvement and change management; ensuring organizational/institutional efficiency; driving a performance culture that will align all processes and systems to deliver high impact results; ensuring seamless coordination of the implementation and monitoring of key corporate decisions, identifying institutional and managerial weaknesses, and the necessary corrective measures and actions.
- Objectives of the Assignment :
The Organization and Methods Division is seeking to recruit two Junior Consultants for a period of 6 months each to support the delivery of its work program. The Junior Consultants will provide administrative, research, analytical, writing, documentary, archiving, information management, outreach and other assistance as necessary to deliver the Division’s work program.
- Main Activities and Deliverables :
Junior Consultant 1 :
Under the supervision of the Manager, the Junior Consultant will be required to use his/her Business Analysis, Change Management, organizational development, or general management analysis skills to :
- Assist with the analysis and documentation of organization or business processes or systems ;
- Support the division’s change management activities ;
- Provide logistical support and administrative and technical assistance in preparing and organizing Change management related events ;
- Document meetings to inform decisions and for record-keeping ;
- Assist in the preparation of documentation, briefing notes, announcements, website content, events, and other materials as required related to the division’s change management and related activities ;
- Support the preparation and dissemination of publications, handbooks, manuals and other institutional knowledge products produced by the Organization and Methods Division. Tasks include research, drafting texts, proofreading, correcting, and occasional translation ;
- Perform other duties as assigned, consistent with the role and level.
Junior Consultant 2 :
Under the supervision of the Manager, the Junior Consultant will draw on their strong skills in communications and marketing communications (advertising, branding, public relations, online skills), to :
- Support all communications efforts– event communications, marketing, branding efforts, drawing on best practices in communications ;
- Support the design of promotional materials and promotion of the division’s knowledge products and events ;
- Assist in the preparation and editing of briefing notes, announcements, website content, events, and other materials as required for the division’s activities ;
- Maintain the Division’s websites and prepare related content ;
- Support the preparation and dissemination of publications, handbooks, manuals and other institutional knowledge products produced by the Organization and Methods Division. Tasks include research, drafting texts, proofreading, correcting, and occasional translation ;
- Provide logistical support and administrative and technical assistance in preparing and organizing various knowledge sharing events ;
- Assist with documentation of processes, standards, or guidelines as necessary; Develop online documentation, draft guides, manuals, brochures, factsheets etc. ;
- Document meetings to inform decisions and for record-keeping ;
- Track implementation of the Division’s communications and knowledge projects ;
- Perform other duties as assigned, consistent with the role and level ;
- Provide other assistance as necessary to deliver the work program of the Division.
- Administration/Reporting :
The Junior Consultant will report to the Manager, Organization and Methods Division. He/She will submit a monthly report detailing the activities carried out and the status of each activity.
- Duration and Location :
The assignment will be for a duration of twelve calendar months and will commence 01 February 2021 for a period of six months with possibility of renewal. The Consultant will be based in Abidjan, Cote d’Ivoire and requires regular full-time presence in the Bank’s offices. Owing to COVID-19 pandemic, the Bank is temporary working remotely.
- Qualifications and Experience Required :
- At least a Masters’ degree (or equivalent) in information management, communications, modern languages (French or English), library sciences, archiving, public relations, knowledge management, marketing or related fields ;
- Nationality of a Bank Member Country ;
- A minimum of 2 years working experience and maximum 4 years ;
- Must be less than 32 years at the start of the contract signature ;
- Good knowledge of development issues in Africa ;
- Fluency in English and French ;
- Excellent research, drafting and reporting skills, with strong attention to detail ;
- Strong Desktop publishing skills ;
- Proficiency in Bank standard software applications: MS Word, Excel, PowerPoint, and web tools ;
- Flexibility, integrity, professionalism, respect for diversity and a strong team player.
- REMUNERATION :
The consultant will receive a monthly lump sum. No additional benefits or per diems will be paid. The consultant is responsible for his/her own health insurance and accommodation costs. The Bank will cover full costs of any required missions and provide per-diem in accordance with rules governing consultant mission travel.
