How can you make a difference?
Background :
UNICEF Uganda Country Office faces ongoing requirements for production of communication, advocacy and visibility materials that document children’s key issues and UNICEF’s Response in the field through high quality content packages. These content packages will be used as advocacy tools to push for support with policy makers, media, donors, partners and the public at large, particularly on key priority issues such as Early Childhood Development, Ending Violence against women and children, keeping girls in school and parenting. These high-quality content packages include graphic design packages, advocacy toolkits, human interest stories, animations, social media content, and outreach material etc. that document UNICEF’s work and programming in the country. Through content generation and dissemination, UNICEF Uganda raises awareness, generates debate and empowers policy makers and the general public to take action for children and women. To meet this requirement the UNICEF Uganda Country Office would like to engage the services of professional and skilled photographers who will be available at short notice to undertake assignments including field visits for documenting UNICEF’s work and programmes.
Scope of the Work :
The objective of this consultancy is to provide visual documentation in digital original format of UNICEF on UNICEF supported programmes in Uganda in order to produce communication and advocacy materials to be used by UNICEF’s internal and external partners across various platforms.
The work of the photographers will largely cover UNICEF Uganda’s focus areas in the 2021-2025 Country Programme in the sectors of health, water, sanitation and hygiene, child protection, education, social policy, social protection, programme monitoring, public advocacy, behaviour change communication, engagement/empowerment of young people, humanitarian emergency and response, and private sector engagement among others. Through professional photography UNICEF will be able to portray and strengthen the understanding of child rights and as an avenue to tell the situation of children in Uganda through pictures. In addition, UNICEF Uganda will be able to showcase the impact of the Government of Uganda-UNICEF Uganda Country Programme activities on the beneficiaries. High quality images will be uploaded on WeShare, the UNICEF Global Photo Database for use globally.
The overall objective is to set up a roster of pre-approved Photographers (consultants) with agreed, when-actually-engaged fees and terms of engagement. This will help the UNICEF Uganda Country Office to contract their services to document UNICEF’s activities in the field on an ‘as needed’ basis, to share with stakeholders at national, regional and global level. The contract does not guarantee minimal days of work.
These tasks require highly skilled professional photojournalists with a sense of scouting for newsworthy, captivating and action related photographs. The consultant must be keen at details and conversant with the rules and guiding principles of photojournalism especially when it comes to shooting photographs of children, women and vulnerable people. Delivering some of the tasks may require content generation from the field and as such, where needed, the consultant will be facilitated to undertake field missions for specific assignments.
Key tasks :
- Attend pre-production briefing on issues being covered and participate in preparatory research and production planning ;
- Travel to an identified location to document pre-agreed UNICEF interventions, events/launches, activities, workshops; situation of women and children benefiting from UNICEF activities and projects; UNICEF staff in action; UNICEF implementing partners showcasing UNICEF work – all through the lenses of photography ;
- Conduct post-production and production of the images undertaken ;
- Write concise, well edited captions for all images. Captions should be embedded in the images and shared separately as a MS Word document as well. Submit each image with a detailed caption on date, location, name, age and identity of the subject as appropriate and any other relevant information. Descriptive captions for all broad edit photos. Wherever possible: quotes from central characters/subjects in the photo coverage serving to tell a first-person narrative story; quotes from of a more personal nature from photo coverage characters/subjects directly addressing the camera with their gaze ;
- Transmission of broad edit of photographs with specifications including photo format, transmission, captioning, etc., following terms as described in ‘UNICEF Digital Format & Transmission Terms ;
- The images submitted must be relevant to the assignment/specific interest at that time and they should not be less than 50 pictures if the assignment is for 1-2 days. For assignments more than 2 days, the images should not be less than 100 ;
- Process, edit (with full descriptive captions, shot lists and metadata as per UNICEF requirements) and digitally share via an agreed platform all materials in both RAW and edited format, including a folder of ‘best of’ shots and RAW footage ;
- Consultant photographer supplies all photographic equipment and agrees to provide, if requested, transmissions of rough edit selections of best images, with complete caption information ;
- On assignment completion, the broad edit will be transferred electronically or by DVD/portable drive to UNICEF Uganda, Public Advocacy Unit ;
- Signed consent forms should accompany all images as per UNICEF guidelines.
To qualify as an advocate for every child you will have…
The selected Consultant should have :
- University degree in Journalism, Visual communication, Photojournalism ;
- Five years of professional work preferably in the humanitarian sector ;
- High quality portfolio in professional photojournalism ;
- Artistry, creativity and inspiration to subjects ;
- High level of professional capacity to handle a heavy workload under time constraints, with sensitivity to local traditions and customs ;
- Experience of working with humanitarian and/or development organizations as well as media, including familiarity with UNICEF’s mission, programmes, field operations and style formats will be an advantage ;
- It is preferred that the bidders are located in or near Kampala since some of the assignments might be ad hoc ;
- Bidders should be equipped to conduct assignment in all UNICEF supported districts across the country ;
- Must show appropriate sensitivity. On assignment for UNICEF, they represent UNICEF to the people they are photographing ;
- Ensure effective and efficient provision of service, full confidentiality in all aspects of the assignment, management of information flow and follow-up on deadlines and commitments made ;
- Ensure dignity of subjects, particularly in the context of children and vulnerable groups
Language : Fluency in English.
Other Conditions :
- Services are open to national and international professionals ;
- Bidders must include their proposed daily rate for travel, production and post-production in their submission ;
- This a prequalified arrangement whereby the selected photographers will be engaged by UNICEF whenever there is an assignment. The duration of the contract will be 11.5 months and can be extended for another 11.5 months depending on performance. Prices will not be reviewed for a period of two years ;
- For any field visits, UNICEF Uganda will facilitate and or cover national transportation and DSA as per standard UN rules and rates ;
- Final products to be provided upon completion of each assignment after which an evaluation will be conducted. Information availed to any of the consultants to facilitate and ease their work must remain confidential ;
- All products generated from the services provided will remain the property of UNICEF. Credits will be given in all uses of the products. Photography can be shared with partners, after consultation with the photographer, for non-commercial purposes only ;
- Photo-related miscellaneous charges must be invoiced separately from the contract fee and accompanied by the original receipt for the item ;
- UNICEF has first selection rights to all originals taken on this assignment with non-exclusive concomitant world rights in all media in perpetuity ;
- UNICEF will provide the photographers with briefing book and the photography guidelines for UNICEF partners (and guidance on ethical reporting) + brand book.
Application Procedure/Call for Proposals :
Interested candidates are required to submit a technical proposal on how they intend to approach the work. The proposal should include a timeline, and methodology, based on the Terms of Reference. The proposal must also include detailed CV of the consultant, as well as a financial proposal, clearly indicating daily rate for professional fees. The financial proposal must be all-inclusive of all costs (consultancy fees and where applicable air fares, airport transfers, daily living expenses). This is an international level consultancy and competitive market rates should apply.
Evaluation of Candidate :
The consultant will be competitively selected from a list of applicants based on their past experience of doing similar work (extensive experience in writing donor reports, in compiling and editing annual reports for various UNICEF offices).
