Mini-Grid Investments Expert, SEFA – Individual Consultant

The African Development Bank (AfDB) wishes to recruit a consultant under the Sustainable Energy Fund for Africa (SEFA). SEFA is a multi-donor Special Fund managed by the African Development Bank providing catalytic finance to unlock private sector investments in renewable energy and energy efficiency. SEFA avails technical assistance and concessional finance instruments to remove market barriers, build a more robust pipeline of projects and improve the risk-return profile of individual investments. SEFA’s overarching goal is to contribute to universal access to affordable, reliable, sustainable, and modern energy services for all in Africa, in line with the New Deal on Energy for Africa and Sustainable Development Goal 7.

SEFA was established in 2011 in partnership with the Government of Denmark and has since received contributions from the Governments of United States, United Kingdom, Italy, Norway, Spain, Germany, and Sweden. The Fund is housed in the Renewable Energy and Energy Efficiency Department (PERN) under the Power, Energy, Climate, and Green Growth (PEVP) complex.

Under the supervision of the Director of PERN and the Manager of the Renewable Energy Division (PERN1.) and SEFA Coordinator, the consultant will provide commercial and technical advice to support mini-grid investment activities of PERN and the SEFA Technical Unit. This will include performing the following activities: (i) programme management; (ii) development, due diligence, and assessment of potential investments; portfolio management of existing projects; (iv) monitoring, evaluation and reporting functions; (v) knowledge management, marketing, and communications; (vi) legal, procurement, and contract management; (viii) Other related tasks as reasonably requested by PERN management. The consultant will be remote or at AfDB headquarters in Abidjan and will have a contract period of up to 12 months.

The African Development Bank now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services in the form of a short cover letter and updated Curriculum Vitae (CV). Consultants expressing interest in this role should have a minimum of ten years’ of relevant work experience. Consultants must be registered with the Bank’s Database on Consultants (http://dacon.afdb.org/dacon) in order to be eligible for shortlist.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s rules and procedures in force. The Bank is under no obligation to shortlist any consultant who expresses interest.
