Title of Assignment : Consultancy services for the designing, monitoring and evaluation of Strategies for the development of statistics in Regional Member Countries (RMCs) and Regional Economic Communities (RECs), for Results Measurement and Sustainable Development Goals (SDGs) Monitoring.

Brief description of the Assignment : The assignment involves the provision of technical support to RMCs and RECs in the development, evaluation and implementation of their National Strategies for the Development of Statistics (NSDS) and Regional Strategies for the Development of Statistics (RSDS), respectively.

The African Development Bank (AfDB), in collaboration with the United Nations Economic Commission for Africa (UNECA) and the African Union Commission (AUC), is actively involved in the implementation of the Marrakech Action Plan for Statistics (MAPS) intended to improve the availability of statistics to support strategies for the reduction of poverty (SRP). In this regard, the Bank has contributed to the development of the Reference Regional Strategic Framework for Statistical Capacity Building in Africa (RRSF) and is actively involved in its implementation. The AfDB therefore supports RMCs and RECs in the process of designing, monitoring and evaluating their NSDS and RSDS, using the sector approach and, in conformity with the second Strategy for Harmonization of Statistics in Africa (SHaSA 2).

The Statistics Department of the African Development Bank hereby invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience, demonstrating their ability to undertake this Assignment.

TERMS OF REFERENCE FOR THE DESIGNING, MONITORING AND EVALUATION OF STRATEGIES FOR THE DEVELOPMENT OF STATISTICS IN REGIONAL MEMBER COUTRIES (RMCs) AND REGIONAL ECONOMIC COMMUNITIES (RECs), FOR RESULTS MEASUREMENT AND SUSTAINABLE DEVELOPMENT GOALS (SDGs) MONITORING

 

  1. CONTEXT AND JUSTIFICATION :

The African Development Bank (AfDB), in collaboration with the United Nations Economic Commission for Africa (UNECA) and the African Union Commission (AUC), is actively involved in the implementation of the Marrakech Action Plan for Statistics (MAPS) intended to improve the availability of statistics to support the plans of development notably, strategies for the reduction of poverty (SRP). In this regard, the Bank contributed to the elaboration of the Reference Regional Strategic Framework for Statistical Capacity Building in Africa (RRSF) and gets involved actively in its implementation.

The overall strategy of the RRSF is based on the elaboration and implementation of National and Regional Strategies for the Development of Statistics (NSDS/RSDS). In addition, in its Decision in January 2018, the African Union Summit of Heads of State and Government, clearly gave leading roles to AfDB and AUC in the implementation of the second Strategy for the Harmonization of Statistics in Africa (SHaSA 2). The Bank, whether in partnership with other institutions or not, supports regional member countries and Regional Economic Communities in the process of designing the NSDS and/or RSDS using the recommended sector approach and in conformity with SHaSA 2.

A review of existing statistical capacities by the AfDB showed that countries and RECs still face difficulties in the development and implementation of their National Strategy for the Development of Statistics (NSDS) and/or Regional Strategy for the Development of Statistics (RSDS). This is more so in terms of technical difficulties in adherence to best practise and implementation of international standards, as well as financial limitations for the realization of planned programmes and activities.

The Bank, in its endeavour to improve the statistical capacities of its RMCs and RECs, intends to reinforce its support with a view to improving the implementation of the SDGs, Agenda 2063 and the High 5’s. There is therefore a need to hire a consultant to support the Bank in this exercise

  1. OBJECTIVES AND ACTIVITIES OF THE CONSULTATION :

The overall objective of the consultancy is to provide technical support for designing, monitoring and evaluation of Strategies for the Development of Statistics in Regional Member Countries and Regional Economic Communities for and Results Measurement and SDGs monitoring. The consultant is expected to support and facilitate the following:

  1. Adherence to international recommendations in the process of designing the NSDS/RSDS ;
  2. Consultations with users-producers (NSS) ;
  3. Assessment of state of statistics in the sectors ;
  4. Development of sector statistics plans ;
  5. Consolidation/drafting of the NSDS/RSDS, including formulation of the strategic framework and development of a Plan for NSDS/RSDS implementation ;
  6. Quality assurance of the deliverables from country teams during the NSDS/RSDS formulation process ;
  7. Any other task related to institutional aspects of the statistical systems that the Bank may entrust to him/her that will support countries requests on any technical assistance in this domain.
  8. SCOPE OF WORK :

The detailed activities to be performed and the work programme will be determined by the Statistics Department in consultation with the consultant.

  1. EXPECTED OUTPUTS :

The expected outputs of the consultants are as follows :

  1. Summary reports and/or intermediate report(s) of the NSDS/RSDS process ;
  2. Copies of reviewed documents, where feasible.
  1. REPORTING :

After every series of activities, the consultant will submit to the Bank progress report consisting of the produced documents and a full report of activities will be established at the end of the consultation.

  1. QUALIFICATIONS AND EXPERIENCE :

The consultant must have the following qualifications :

  • Possess at least a master’s degree in statistics, economics or related field ;
  • Good knowledge of the organization and management of statistical systems in African countries ;
  • At least 20 years’ experience of strategic programming and management centered on results ;
  • Excellent communication skills; excellent command of one of the official languages used in AfDB (English or French) and good working knowledge of the other language ;
  • Proven experience working in international organizations ;
  • Ability of working in multi-disciplinary teams ;
  • Knowledge of the international and regional statistical frameworks and activities will constitute an asset ;
  • Familiarity with SHaSA 2 will be an added advantage.
  1. DURATION OF THE CONSULTANCY :

The duration of the consultation is of 30 working days during the period from 17 February to 30 April 2021.
