The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in over 40 countries, the IRC aims to restore safety, dignity and hope to millions who are uprooted and struggling to endure. In response to the influx of refugees in Greece, The IRC Hellas has been working in Lesvos since June 2015.
Job Overview/Summary: IRC is looking for a Senior Site Officer to overview the implementation of IRC’s projects in the new Mavrovouni site, in Mytilene, Lesvos. Under the supervision of the Area Manager, the Senior Site Officer candidate will work with humanitarian partners, community members and local authorities to ensure the proper implementation of CP, WASH and MHPSS interventions on the field level. In coordination with the supervisors per sector, he/ she will ensure that local authorities understand each project’s purpose together with IRC’s policies and negotiate on request on behalf of IRC team for any need arise between community leaders, actors or local authorities.
Also, he/she will participate in Coordination meetings, Communication & Community Engagement activities, follow up on Office or Maintenance activities and as a Safety and Security focal point, mainstreaming the SOPs and Protection compliance of members through all the activities.
The Senior Site Officer, will play an integral part in the field teams, ensuring that staff members are having access to all relevant information for the implementation of the projects while through weekly and monthly reports will keep the Senior Management Team up to date.
Field based, the role of this position includes overall support in the WASH, Child Protection, MHPSS, Refugee Info and all IRCs projects on field level, security management, liaising with authorities and other aid actors and supporting field members in developing messages for outreach, info provision, cultural mediation and community mobilization activities.
While technical support and the approval of changes to programming will continue to come from the different Managers per program, the Senior Site Officer will be involved in discussions regarding changes to programming in order to help support management and partners in identifying solutions to operational issues on the ground and helping to provide the bigger picture regarding realities within the site and relations with different actors.

Major Responsibilities:
Position objectives
- Manage efficiently and in a balanced manner all IRC field staff (EH Officers, assistants, case workers, interpreters) to solve any occurred issue on field level and in cooperation with the Manager of the team
- Ensure that IRC’s programmatic implementation is well coordinated with other actors on Site and the authorities
- Ensure accurate and timely reporting for site level activities, meeting minutes, and other coordination discussions
- Oversee liaison and coordination with all humanitarian partners and stakeholders working on the site
- Liaise and coordinate with local authorities, on a day-to-day basis, with RIC team as needed
- Liaison with sector leads (EH/CP/MHPSS/RI/LLH)
- Support Officers to compile regular reporting from partners on their activities in the site, report gaps or duplication in service delivery and advocate through appropriate mechanism
- Oversee team’s regular collection of information, ensuring accuracy of data and details of internal and external reporting
- Attending relevant coordination, sub sector and other ad hoc meetings as required by line manager
- Compile and review internal reports from the site, submitting internal reports as required, and advocating or raising problems with Area Manager or Senior Management team as needed
Communication with Communities
- Support field members with participation in community meetings, advocate on projects for the needs of the camp population, and influence humanitarian assistance delivery
- Support team members to share information with community members through various mechanisms
- Ensure appropriate communications and workplan is in place for the site/s, in collaboration with the Officers and Managers of the programs.
Office/ Site Care & Maintenance needs
- Identify physical risks and work with the supervisors of the teams to mitigate these risks as appropriate in a given mobile intervention
Overview Protection through all activities:
- Consider humanitarian principles, gender, protection, and GBV concerns in all aspects of activities
- Promote and adhere to IRC’s SOPs
- Support establishment of referral mechanisms, in collaboration with all relevant partners
Project management and reporting:
- Timely reporting of problems and challenges in the site to the Area Manager
- Timely and accurate submission of regular internal reporting as requested by Senior Management team, weekly reports as well as contribute to drafting of external reports
- Weekly sharing of population data to focal points of the teams to assist the implementation of their activities
Field Communication
- Ensure all documentation for field operations like service mappings, 4Ws, entrance permissions etc are communicated effectively to all teams
Security:
- Responsible for ensuring all movement of teams to the site is according to the S&S SOPs of IRC
- Responsible for ensuring all team members are briefed on all relevant security rules, procedures, and updates and they follow them accordingly
- Timely reporting of security and safety incidents and risks to IRC’s local, national and regional security focal points
- Provide feedback for safety and security matters that could affect the work and movement of team members
- Other tasks as needed to support filed team members
Logistics/Admin/HR
- Ensure staff weekly movement plan is rightly shared with Supply Chain Manager
- In collaboration with the supervisors to provide support to the different offices of the programs
- Other duties as assigned by the Area Manager
Profil
- Prior team management experience required
- 3-5 years professional experience in international or local NGO, with a professional degree in Social Sciences or Management
- Proven abilities in developing work-plans and report writing
- Competency with Word and Excel required
- Previous experience as a security focal point in refugee site is a plus
- Comfortable providing representation of IRC at the local level with authorities and other international and local actors
- Knowledge of multi-sectoral humanitarian response, including Protection, WASH, Shelter, and emergencydistribution is required
- Works well in and promotes teamwork, comfortable in a multi-cultural environment, detail oriented, dynamic, results – oriented, flexible and able to handle pressure well
- Strong sense of personal integrity
- Strong negotiation and coordination skills
- Strong attention to detail and ability to multi-task while working in a fast-paced environment
- Fluency in written and spoken English and Greek, Arabic or Farsi/Dari skills are considered a plus
- Familiarity with local stakeholders, government, and other actors preferred
- Proven abilities to work with host and IDP/refugee communities
WORK ENVIRONMENT: The candidate must be prepared to spend extended working hours in what may be adverse weather conditions or stressful environments in difficult settings, often standing or moving around for long periods of time.
