The Republic of Mozambique has received financing from the African Development Fund (ADF) toward the cost of the Mueda – Negomano Road Project Phase I as part of Mtwara Development Corridor and intends to apply part of the agreed amount to eligible payments under the contract for “Consultancy Services for Implementation of Capacity Building for ANE, IP and Road Fund, FP.”

The overall objectives of the assignment being performed by the Consultant Firm have to be articulated in two steps as follow :

  • Implement the correct strategies being developed which are aimed at strengthening the institutional capacities of ANE, IP and Road Fund, FP concerning the outputs of the Capacity Building Consultancy as assessed by the services carried out by another Consultant under the Contract for Capacity Building Assessment and Strengthening for ANE, IP and Road Found, FP under Nacala III project ;
  • Allow the two entities to efficiently deliver on their development mandate of proving an adequate and updated management being implemented by using their human resources “well trained” accordingly.

The Services to be executed for strengthening the institutional capacities of ANE, IP and Road Fund, FP will include not only the training of both entities’staff but also business process re-engineering, on-the-job training, coaching, attachment of expert counterpart staff in strategic operations and other capacity enhancement activities that will be determined by the consultant. The “operations” shall be carried out during the 4 (Four) years duration of the long-term Technical Assistance Assignment to be performed by a consultant firm to be selected through the present competitive process.

The National Roads Administration Public Institute (ANE, IP) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, the establishment of the short-list and the selection procedure shall be per the African Development Bank’s “Procurement Policy for Bank Group Funded Operations” dated October 2015, which is available on the Bank’s website at http://www.afdb.org.

Late submissions will not be entertained.
