This Request for Expression of Interest follows the General Procurement Notice (GPN) that was published in the African Development Bank Group’s Internet website on 30 November 2016.
Moringa Partnership S.A.S. has received a grant from the African Development Bank’s Fund for African Private Sector Assistance to finance the support of micro and small businesses, small-scale farmers, small producers, associations, cooperatives and other support groups that are part of a value chain of large-scale agro-forestry companies that will benefit from investments to be made by Moringa Mauritius Fund. The support includes promoting and introducing new agro-forestry techniques, development of new value chains, strengthening capabilities of producer organizations and enhancing market access.
The Agroforestry Technical Assistance Facility (ATAF) of the Moringa Partnership S.A.S intends to apply part of the grant amount for a Technical Assistance with the Moringa investee Jus Délice. The goal of the Digitalization of food value chain Technical Assistance project is to design and implement a generic Moringa Digital Traceability and Monitoring Tool which will be piloted with Jus Délice to provide traceability along the supply chain and optimize operational management processes (from farm to fork).
ATAF hereby invites firms to express their interest in undertaking the Digitalization of food value chain assignment, including the following set of activities :
- A workshop session with Jus Délice and Moringa Partnership to understand the needs of the company and expectations for this digital tool, and assess compatibility with software and technical solutions currently available on the market ;
- Analysis and assessment of operational and financial processes within Jus Délice with special emphasis on their supply chain management and outgrower network ;
- Development of a digital tool that could provide the core dimensions, such as product traceability and inventory management, as well as potentially include some of the complementary functions, including farm management , transaction monitoring, E&S monitoring and deforestation monitoring ;
- Elaborate a development plan and a clear methodology for data collection at each step and for each module of the digital tool. The methodology should clearly highlight the responsible person or entity for data collection and related costs of data collection ;
- Training of Jus Délice team on software application on various devices (PC, mobile phone, and tablet) and the correct collection of data ;
- Training of farmers on the implementation and the benefits of the digital tool with a focus on defining its impact on their operations ;
- Dissemination workshop to other Moringa Investees or development of a roadmap for up-scaling the project to other investees ;
- Follow-up coaching and technical support after launch of the tool.
The services requested will entail the consultant(s) to travel to Togo. The implementation period is thirteen months, starting April 2021. The exact project schedule will be defined together with all stakeholder of the project. The firm will be responsible for implementing the activities as listed above meeting the targets outlined in the project in close coordination with the management team of Jus Délice and Moringa.
The Agroforestry Technical Assistance Facility (ATAF) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group funded operations dated October 2015, which is available on the Bank’s website at https://www.afdb.org/.
