RECRUITMENT OF AN INDIVIDUAL CLIMATE SMART AGRICULTURE (CSA) SPECIALIST CONSULTANT TO SUPPORT THE PREPARATION OF THE PROGRAM TO BUILD RESILIENCE FOR FOOD AND NUTRITION SECURITY IN THE HORN OF AFRICA (HOA) PROGRAM

 

 

Brief description of the Assignment : The African Development Bank (AfDB) wishes to recruit a highly motivated and dynamic Climate Smart Agriculture Specialist to assist the Agricultural Research, Production and Sustainability (AHAI.2) to provide technical and intellectual leadership for developing the Program to Build Resilience for Food and Nutrition Security in the Horn of Africa (HoA) for a period of 6 (six) months. In carrying out the assignment, the Consultant is required to employ a collaborative approach in ensuring that inputs are obtained from a wide cross-section of stakeholders in region.

The objective of the consultancy assignment is to support the preparation of the HoA program in line with the Bank’s operational guidelines, the the Governments’ official requests, the IGAD Drought Disaster Resilience and Sustainability Initiative (IDDRSI) and the announcement by the Bank at the February 2019 roundtable on the financing of the Climate Investment Plan for the Sahel Region (PIC-RS 2018-2030) to support the implementation of the Priority Program to catalyze Climate Investments in the Sahel (PPCI 2020-2025).

The CSA specialist will provide technical leadership in the design the program, including Program Concept Note (PCN), Program Preparation Report, Program Appraisal Report, Missions Aide-Memoires, and other relevant documents including implementation strategies and technical annexes consolidated for the 6 countries (Kenya, Ethiopia, Djibouti, Sudan, South Sudan, and Somalia) in the program. The consultant will submit monthly reports detailing activities carried out and final consultancy report on completion of the contract. He/she will formally report to Coordinator Climate Smart Agriculture and the Division Manager AHAI-2. The consultant can be called upon at any time to make presentations of findings and progress of the preparations.

The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Consultants under projects financed by the Bank Group, available on the Bank Website at http://www.afdb.org. Desired Qualifications : The consultant must have a minimum of a Master’s Degree in climate change, climate smart agriculture (CSA), climate and/or closely related fields including natural resources management, environmental studies, Irrigation, Agricultural Engineering, Water

Resources Management, Environmental Policy or in an equivalent environmental related discipline accompanied by at least ten years of relevant experience in climate change, climate change adaptation, climate change mitigation, and with significant experience in project management and policy analysis as well as extensive relevant work experience in Africa.

The consultant must have a minimum of 10 years’ experience in addressing climate change issues in agro-pastoral development; Experience in preparation of projects and programs within the region or continent will be an added advantage; Experience in climate finance mobilization particularly GCF and GEF; Knowledge of and experience in leading strategic development programmes related to climate change policies, programmes, analyses, etc is a priority ; Practical experience in working in Africa accompanied by broad skills in multi-criteria assessments, stakeholder engagement and consultation, community participation, with analytical skills in assessing institutional capacities and designing implementation arrangements for complex projects will be necessary.
