RECRUITMENT OF A CONSULTING FIRM TO PROVIDE CORPORATE SERVICES SUPPORT TO THE CHVP COMPLEX (HUMAN RESOURCES AND IT SERVICES)

  • The Human Resources and Corporate Services Complex (CHVP), drives the delivery of efficient, people-centered and client-oriented services to ensure overall institutional effectiveness in the internal workings of the African Development Bank. The Complex leads oraganization-wide efforts to digitize and transform the Bank into a knowledge-driven workforce, as well as to promote human resource policies that enhance talent, drive a performance-driven culture, and ensure the competitiveness of the Bank as the employer of choice in development. The Complex ensures that all Human Resource practices, as well as all corporate services, are functioning to support greater corporate performance. The Complex is responsible for providing leadership in the formulation and implementation of the Bank’s strategies on people, IT, general services, institutional procurement, language services, business continuity, health, and safety strategies.
  • The role of the Human Resources Management Department (CHHR) is to develop and execute a People Strategy, Policies, processes and practices which will enable the Bank to achieve its strategic Agenda. Core to the Human Resources Strategy will be the attraction, development, engagement, motivation and retention of a best-in-class workforce. In order to create a truly transformed human resources work-way, the Human Resources Management department is structured around a triangular Model: Business Partnerships for strategy, client contracting and human resources delivery; Centers of Expertise/Subject Matter Experts (SMEs) for internal consulting, thought leadership, design, talent and staff development and training and best practice benchmarking; Human Resources Shared Services for transactional excellence and employees outreach. This new Human Resources Model will deliver a world-class employee life-cycle experience.
  • The Corporate Information Technology Services Department (CHIS) mission at the Bank is to align the IT delivery strategy along with the Bank’s business strategy, to increase the organizational effectiveness through efficient use of the Information Systems (IS). Under the leadership of the Bank’s Information System’s Director, CHIS department is mandated by the Bank to deliver the best possible IT services for Bank staff and help achieve the results that will get the Bank closer to accomplishing its development goals.
  • As part of the Bank’s current Work From Home (WFH) regime, the two Departments have remained at the forefront of ensuring the steady delivery of individual and team performance, in coordination with other Departments in and outside the Complex, and under the umbrella of the Emergency Management Team (EMT). Whilst tasked with delivering their work programs for the 2021 – 2022 period and the implementation of their respective strategies, the two Departments are themselves also going through significant staff realignment exercises to sharpen their focus, redistribute resources to areas where they are best deployed and in response to the needs of their clients within the organization.
  • The African Development Bank, through the CHVP management team, invites consulting firms to indicate their interest in the following Assignment: Provision of transformation and advisory corporate services support to the CHVP Complex (Human Resources and IT Services).
  1. The services to be provided under the assignment are centered on the delivery of the following components:
  2. Seeking the services of an external firm specializing in organization and people transformation, work technology and digital solutions, as well as in process review and reengineering. The selected firm will bring independent knowledge as well as the understanding of mission-critical priorities facing the Bank ;
  3. Explore and identify perceived transformation challenges and opportunities; propose measures and actions to mitigate gaps in performance and delivery ;
  4. Present a clear roadmap for addressing key implementation challenges and a plan of engagement over a medium-term planning horizon ;
  5. Provide technical, advisory and execution assistance on a wide range of work programs and work streams, including but not limited to:

o  Laying the foundations for transforming into a Smart Bank  

o Drawing up the Digital Strategy, including the rollout of the IT Virtual Assistant and Smart HR tools  

o Establishment of the corporate talent management and succession planning framework o Design and realignment of the organization structure

 o Design and execution of a new Performance Management Approach o Review of the talent acquisition process for upper management 

o  Revamping of the Executive Performance management system 

o Staff Development – Learning Needs Analyses; Foundations for Building and Managing Teams

  •  Interested consulting firms are hereby invited to express their interest in providing the above-described services. They should provide, among others, information on their qualifications and experience, demonstrating their ability to provide the outlined services (documentation, references for similar services, experience in comparable assignments and availability of qualified staff).
  • The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Corporate Consultants. Please note that interest expressed by a firm does not imply any obligation on the part of the Bank to include it in the shortlist.
  • The duration of services is twelve (12) months and the estimated starting date is June 1st, 2021 ;
