Objectives of the programme
Within the scope of the area Strategic planning, resource coordination and reporting, the objective of the Department is toprovide leadership in the conceptualization, development and implementation of an integrated programme management system for WHO. As such, it serves as theOrganization’s focal point for the continuous improvement of WHO’s managerial processes (principally strategic planning and budgeting, policies fordevelopment, implementation, control and development of the Programme Budget,operational planning, monitoring, reporting and performance assessment),facilitating consistent implementation of these processes, and developing tools to enable a corporate approach to results-based management. The Department does this through its facilitation and support role to the programme managementnetwork in major offices and the technical networks and delivery teams across the three levels of the Organization.
Description of duties
Under the guidance and supervision of the Unit Head, PRP/SPM the incumbent will:
–> conduct data analysis of prioritization and other critical planning information, including human resources capacity, costs, financial resources and risks;
–> be responsible for preparing the necessary system requirements for operational planning, including upload and maintenance of the results hierarchy in the systems and provide advice on issues and solutions;
–> develop and maintain detailed guidance notes on the mechanics of operational planning, including standard operating procedures and User Productivity Kit (UPK) update and maintenance;
–> work with IMT on the provision of support and trouble shoot GSM related issues on operational planning and serve as focal point for coordination to resolve systems issues during operational planning;
–> serve as team contact point in the development of new planning and ERP system;
–> manage the capacity building activities in planning and monitoring, and organize a help desk, user support on operational planning to budget centres, especially at Headquarters;
–> provide support the corporate monitoring and reporting processes, including development tools, performing analytical work;
–> maintain existing tools, e.g. VfM, dashboards, and other tools critical to the corporate planning and monitoring processes;perform other duties as required by the Unit and the Department.
Required qualifications
Education
Essential: A first level university degree in public health, economics, social or health sciences or a similar field
Desirable: A master’s degree in public health or any health sciences would be desirable
Experience
Essential: At least 5 years of progressive experience in the public health sector or in any development field.Experience in corporate planning, monitoring and evaluation and development of supporting tools and systems.
Desirable: Experience in the area of results-based management, especially in health programme planning, monitoring and evaluation within an international organization and/or headquarters cluster, regional office and country office.
Skills
Excellent analytical and coordination skills. Excellent communication skills, both verbally and in writing. Ability to function effectively in a team setting in a multi-cultural environment. Knowledge of monitoring and evaluation, including managing indicator databases, analysis.

Rémunération
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4260 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
