Organizational context
Heightened under-nutrition and food insecurity continue to ravage the world’s youngest nation. The prolonged civil conflict exacerbated by a severe economic crisis has resulted in two-thirds (60%) of the South Sudan people being severely food insecure of which an estimated 21 percent are children under the age of 5 years. South Sudan presents with a significant burden of under-nutrition even prior to the crisis. Based on the South Sudan Household Health Survey in 2010, nearly one-third of children under 5 were stunted, 23 percent wasted, and 28 percent underweight. Nearly a decade after, per the Food Security and Nutrition Monitoring System (FSNMS) Survey Round 22 which was concluded during the green harvest period, an estimated 17.1 percent of children under 5 are stunted, 13.3 percent wasted, and 15.2 percent underweight an overall improvement in the general nutrition situation. Global Acute Malnutrition (GAM) levels vary seasonally with peaks up to 30 percent in some locations and substantially across states. Sporadic spikes of GAM are also observed in the harvest season. For instance, per the September 2018 IPC analysis, the overall nutrition situation has slightly improved though critical levels (GAM 15.0 – 29.9%) have been reported in 31 counties in of four former states.
This deterioration is an indication of the severity of the crisis, as this region of the country had previous acceptable levels of food security and nutrition. Providing nutrition prevention and treatment services poses a great challenge due to multiple factors including lack of reliable data about the extent of the problem, shortage of sufficiently trained staff, lack of facilities and supplies, commodity pipeline breaks, insecurity and funding constraints. Due to the capacity constraints within the emerging health systems in the country, the bulk of nutrition services are implemented through Non-governmental actors, the majority of whom are international agencies. Moreover, due to lack of funding for longer term nutrition interventions, the focus is on provision of emergency nutrition services supported through humanitarian funding and therefore, the objective is predominantly curative. As such the underlying causes of malnutrition remain inadequately unbroken.
In South Sudan, WFP plays a leading role in defining nutrition responses for treating and preventing Moderate Acute Malnutrition (MAM), in collaboration with the nutrition and food security clusters and other key agencies that contribute to better nutrition prevention and treatment programmes. As the lead United Nations agency responsible for addressing and preventing moderate acute malnutrition, WFP continues to shift focus from direct implementation to partnering closely with the government in strengthening the country’s capacity to develop strategies and implement programmes while scaling up high-quality nutrition interventions. It is this focus on national capacity development that is the cornerstone of this consultancy, with the overall objective of enhancing the capacities of the Republic of South Sudan Ministry of Health Department of Nutrition (MOH-DN) both at national and state level as well as WFP and its partners, to plan and manage effective nutrition programmes.
Job purpose
Under the direct supervision of the Head of Nutrition unit, the incumbent will be responsible for ensuring quality implementation of the nutrition interventions in former Jonglei, Upper Nile and Unity states. Working directly with the nutrition focal points, head of programme and head of field offices, the FO Nutritionists will be responsible for all nutrition programming in the three conflict sates. Key responsibilities include:
Key accountabilities (not all-inclusive)
- Strengthen the technical capacity of WFP programme staff and local NGO/FBO partners through formal training and supervision
- Provide overall technical support and guidance for all nutrition programmes implemented in Jonglei, Upper Nile and Unity states
- Assist WFP FO and partners to develop operational and implementation plans, estimate beneficiary caseloads and commodity requirements
- Follow-up with logistics regarding the delivery of nutrition supplies, ensure stock out at sites is minimal
- Liaise with project implementing partners and undertake visits to view projects outputs and beneficiaries in order to ensure that progress is made in the achievement of project objectives
- Support the organization of state level nutrition related coordination forums, working groups, technical meetings and training activities
- Support the development process and roll out of CMAM and MIYCN guidelines at state level
- Strengthen the technical, managerial and coordination capacity of the State MOH
- Improve partners and SMOH capacity in monitoring and reporting
- Enhance efficiency and effectiveness of network of Community Nutrition Volunteers (CNVs) including generating findings to inform sustainability
- Ensure national and WFP nutrition policies, standards and guidelines are applied in WFP-supported nutrition projects to ensure quality programmes
- Provide continuing liaison with UN agencies and with NGOs at state level
- Provide technical assistance for nutrition and HIV&AIDS assessments organized at state level
- Provide technical assistance for Food Security and Nutrition Monitoring System national and field level trainings to cooperating partners, WFP staff and other stakeholders
- Provide technical support and guidance to improve the scale up plan implementation strategy
- Prepare regular reports – describing implementation process and also presenting baseline and end-line values of all project-specific outcomes

- Weekly technical and operational updates provide to the CO for inclusion in external reporting
- Field Level Agreement proposals submitted by partners are technically reviewed and cleared ensuring that they are prepared according to WFP and related national guidelines before deadline;
- Operational Plan for nutrition activities for Field Offices in Jonglei, Upper Nile and Unity states is completed.
- Regular monitoring of commodity utilization in line with grant expiry and best-use-by dates is undertaken.
- Bi-weekly technical meetings with Field Office Nutrition Focal Points is conducted
- Quarterly review meetings with the Field Office and Cooperating Partners undertaken
- Nutrition site and partner mapping is updated yearly or as needed.
- Technical support provided to SMOH and CPs on nutrition assessments, gap analysis, programme planning, implementation to achieve programme goals and increase coverage of services;
- Leadership and guidance for WFP supported nutrition programme implementation provided to SMOH and Cooperating Partners (CPs) e.g. through supportive supervision and capacity building;
- Active participation in coordination forums, workshops and consultations at the State level to ensure quality programme implementation.
Other specific job requirements
Desired experiences for entry into the role
At least 5 years of post-graduate progressive experience in a related field.
Experience and exposure to implementation of emergency nutrition programmes.
Experience in working in public health and nutrition related activities in field based settings.
Experience in a hard ship duty station or emergency operation is an added advantage.
