Organizational context
This job is based in Country Office Islamabad. Under the supervision of the Head of Procurement and the overall supervision and guidance of the Head of the Supply Chain, the incumbent will receive technical guidance from the RBB Food Technologist.
Job purpose
- Ensure that quality of food items and packaging material are compliant with specifications.
- Provide technical oversight for the Logistics Assistants in Flour Mills (Tallies) and monitor quality measures for milling and flour fortification in collaboration with Logistics in respective geographical areas under the guidance of the RBB Food Technologist.
- Provide feedback to Logistics (for flour mills) and Procurement (for all other food items) to improve suppliers’ facility structural and equipment deficiencies that may cause food safety and hygienic risks resulting in non- compliance with WFP safety and quality standards.
Key accountabilities (not all-inclusive)
- Review and update sampling and testing protocols to mitigate losses throughout the supply chain and ensure that only fully compliant food items in terms of quality and safety are received by WFP and distributed to beneficiaries.
- Implement, through inspection companies, the monitoring, verification and validation process, of processed and non-processed food items at suppliers’ facilities, and for wheat grain at Pakistan Agricultural Storage & Services Corporation (PASSCO) collection centres, prior to uplift.
- Conduct frequent monitoring visits to observe the services of inspection companies, including sampling and uplifting and monitor and evaluate technical performance from Inspection Companies and Laboratories to verify commodity conformance with contractual specifications.
- Serve as Food Incident Manager at CO in close coordination with the RBB Food Technologist and HQ/FSQM providing technical support to internal and external parties throughout the supply chain for all food items.
- Participate in supplier visits in collaboration with Procurement staff, to oversee quality assurance systems and monitor inspection services.
- Conduct monitoring visits to flour mills in coordination with the Logistics in respective geographical areas.
- Act as technical advisor for identification and approval of new inspection companies and food laboratories. Conduct technical review of EOIs, RFQs, and contracts for inspection services, food production, and laboratory services.
- Provide training to inspection companies’ staff as and when required.
- Review Daily Activity Reports (DARs) from inspection companies and flour mills to compare quality parameters with the results from the laboratory analyses. Identify and follow up on discrepancies. Maintain a log of the reviewed DARs.
- Release food lots based on laboratory test results.
- Monitor laboratory results and alert the Head of Supply Chain if any parameters are out of specifications. In such case, determine the appropriate course of action in close collaboration with the RBB Food Technologist. Keep data on all laboratory results and produce trends used for suppliers’ performance evaluation.
- Develop and/or review the Scope of Work for Inspection Companies, when required.
- Perform technical review of Work Orders for Inspection Companies to ensure technical information is in accordance with the Purchase Order.
- Lead performance evaluation of suppliers and flour mills with input from Procurement and Logistics using the Procurement Standard Performance Evaluation sheet of G&S.
- Provide technical input in the management of Inspection Company and Laboratory contracts.

- Manage non-conformities of food products based on test results and findings form third-party inspections or personal observations in collaboration with Procurement and under guidance from the RBB Food Technologist. Serve as Food Incident Manager at CO in close coordination with the RBB Food Technologist and HQ/FSQM providing technical support to internal and external parties throughout the supply chain for all food items.
- Monitor and evaluate technical services from Inspection Companies and Laboratories to verify commodity conformance with contractual specifications.
- In collaboration with Procurement, manage corrective action and preventive action protocol to comply with regulatory requirements for identifying cause, restore control, and modify procedures or improve the food safety system and prevent re-occurrence.
- Prepare the monthly Food Release Status Report for all food items in collaboration with the procurement team.
- Assume responsibility for the remaining Maamta registration and approval steps to be taken as handed over by the Food Technologist prior to his departure.
- Assist Procurement in the completion of new LNS supplier approval procedures and necessary factory audits.

Standard minimum qualifications
Education:
Completion of higher secondary school education, preferably supplemented by a university degree in Microbiology, Bio-chemistry, Food Technology/Food Science.
Experience:
Overall six or more years of progressively responsible work experience including minimum 2 years experience in quality control in the food industry, implementing food technology related tools and protocols, and monitoring food production facilities.
Skills and capabilities:
- Fully conversant on Good Manufacturing Practice (GMP) and Hazard Analysis Critical Control Point (HACCP) principles for food processing plants and wheat flour mills.
- Ability to determine necessary parameters to test objectionable food items samples and technical knowledge to interpret laboratory analysis reports.
- Well-developed facility to interact productively with factory and inspection company personnel at all levels including management.
Language:
Fluency in English and Urdu is required.
