Environment and Climate Change / Africa Climate Change Fund Financing Agreement reference: G-SZ-C00-PRE-001 Project ID No.: PRE-001

The Kingdom of Swaziland has received financing from the African Development Bank towards the cost of the Enhancing Readiness for Investment in Low Carbon and Climate Resilient Development in Swaziland project, and intends to apply part of the agreed amount for this grant to payments under the contract for External Audit Services for the Project’s Financial Statements of FY2016/2017 (from 1st Apr 2016 to Mar 2017), FY2017/2018 (from 1st April 2017 to Mar 2018), FY2018/2019 (from 1st April 2018 to Mar 2019) and FY2019/2020 (from 1st April 2019 to Mar 2020), and Project’s Financial Statements of FY2020/2021 (from 1st April 2020 to Jun 2021).

The services included under this project are External Audit Consulting Services for the Enhancing Readiness for Investment in Low Carbon and Climate Resilient Development in Swaziland project implementation period 1st April 2016 to 30th Jun 2021.

The objective of the external audit of the Project financial statements (PFSs) is to enable the auditors to express an independent professional opinion on the financial position of the Project as of 1st March 2016 and as at 30th June 2021; and to ensure that the funds granted to the Project have been used for their intended purposes.

The Ministry of Tourism and Environmental Affairs now invites eligible consultants to indicate their interest in providing these services for a period of one months.

The Consultancy service is expected to include the following main tasks;

  • Review of the project’s books of accounts and the Financial Statements
  • Expression of an independent professional opinion on the financial position of the project and to ensure that the funds allocated have been used for their intended purposes

Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions and availability of appropriate skills among staff, etc.); Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy for Bank Funded Operations, (October 24, 2015), which is available on the Bank website at http://www.afdb.org.
