Project Overview and Role:

Palladium is seeking for a Grants and TA Manager for the newly started Jobs for Economic Transformation in Ghana (JET) Programme, funded by the UK Foreign, Commonwealth and Development Office (FCDO). The programme is FCDO Ghana’s flagship investment-led job creation programme that will help Ghana transition away from aid dependence in line with the GoG “Ghana beyond Aid” strategy. It seeks to leverage increased investments into the pharmaceutical, automotive and textile & garment sectors, and introduce new technology and management capabilities, increasing the capabilities of the workforce generating formal employment and economic diversification.

The Grants and TA Manager is responsible for the administration and management of the programme grants and subcontracts and for the implementation of subcontract/procurement and grant administrative policies and procedures. The Grants and TA Manager also serves as a technical resource to the programme staff in interpreting client terms and conditions and acting as a primary point of contact for contractual discussions and negotiations with grantees. The Grants and TA Manager provides support to programme staff during every stage of the subcontract/grant life cycle.

Responsibilities include:

Grant and TA Management

  • Oversee the management of the full award cycle for grants, including solicitation, review, execution, implementation management, monitoring, communication with grantees, and closeout ;
  • Ensure full compliance with Palladium and FCDO policies, best practices, and procedures relating to subcontracts and grant development, awards, implementation, and contract close-out ;
  • Review and approve draft subcontracts and grants awarded in compliance with the applicable Palladium policies and procedures and client conditions.
    Update project management tools, including funding trackers, grant trackers and dashboards ;
  • Develop policies and procedures to ensure that award requirements and client regulations for grants and subcontracts are met in the expenditure of funds, subcontracting, personnel, procurement, property management, travel and other areas ;
  • Managing the Technical Assistance Facility.

 

Stakeholder Engagement

  • Build strong working relationships with the programme’s contact points in the GoG, national agencies, FCDO, and other relevant stakeholders ;
  • Engage with sector leads to to develop communication channels across Ghana and promote participation in the programme’s activities and its objectives.

 

Required Qualifications:

  • Entrepreneurial, self-starter who enjoys working in a fast-paced, results-driven business environment ;
  • Ability to disburse grants in a complex context with multiple stakeholders, components, and objectives ;
  • An investment background, someone who ‘walks-the-walk’ and has either been an investor themselves or worked on investment deals ;
  • Strong understanding of the Ghanaian political economy and local business (SME) landscape, ability to quickly identify constraints and opportunities for the programme and develop innovative solutions.
    Strong expertise in building and managing relationships with potential and confirmed grantees ;
  • Strong network within the targeted sectors , with ability to leverage connections to kickstart activities quickly and ensure wide programmatic reach in Ghana ;
  • Strong understanding of the grant management cycle, with proven experience and successful examples of grantee selection, grant disbursement and monitoring, and grant close-out ;
  • Track record of leading a team, delivering results and contributing to positive impact (i.e. economic, social and environmental) with a passion for achieving business and development outcomes ;
  • Has the capability, opportunity and motivation to help this programme succeed.
