The MSF movement is built around six operational directorates. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona and decentralized in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including  the Medical Department.

Main objective of the position

The MSF Medical Department of the Operational Centre Barcelona-Athens (MSF-OCBA) is composed of two units: the technical advisor unit which is formed by referent advisors of different areas and specialties; the medical-operational unit which is formed of polyvalent Cells-based health advisors and mobile positions. The Medical director is in charge of the overall management of the department with the support of the heads of the three specialists’ teams and the head of the medical-operational unit detached to the Operations, and an Assistant.

The successful applicant will provide technical support to all sexual and reproductive health (SRH) projects within MSF OCBA with a focus on the management of sexual violence (SV). They will work closely with 2 other SRH referents to deliver comprehensive package of SRH care across OCBA projects.  They will also collaborate closely with other referents both inside the medical department and outside (protection and legal) to ensure the highest standard of SV care is developed and delivered. The work will be carried out in the framework of the OCBA Strategic plan, Medical Department Strategy, Operational Strategy, sexual violence and violence roadmaps.

Placement within the organisation

The Referent will be hierarchically and functionally accountable to the Head of Medical Specialties Unit. Functionally linked and supporting Medical polyvalent (TESACO/Desk HQ), Mission Coordinators (Medcos/HoM) and FC and Project Medical Referents (projects), as the rest of the referent advisors of the Medical department. Whilst in the field, he/she works under the regular hierarchical and functional structures of the missions, while keeping communication with the Medical Department.

Main responsibilities, functions and tasks

  • S/he provides support to enhance quality of care in the missions through protocols and guidance concerning both technical programs set up and clinical activity at all stages in the program cycle;
  • S/he will provide the fields missions/cells with adapted support according to needs providing direct an immediate response or/and searching actively for the needed answers through research (literature review, seeking advice of specialist in the matter) to provide the best available solutions, based always in good practices and international;
  • S/he, together with a multidisciplinary team in and outside the medical department (legal, mental health and Humanitarian Anthropology, Community Engagement and Health Promotion Referents) will develop and implement packages of care for survivors of Sexual Violence;
  • S/he will act as OCBA focal person for SV related matters internally and within the MSF networks (intersectional SRH/SV working group) and externally;
  • S/he conducts field visits / supports when needed (including emergencies) under the responsibilities, functions and tasks described in the field visit’s terms of reference;
  • S/he will receive data and reports from the field regarding SV activities for analysis, feedback and dissemination in a variety of platforms (field, HQ, externally field / HQ/external);
  • S/he will coordinate in the updating, organization and delivery of training (in person and remote)
  • Briefing and debriefing of MSF staff in particular SV focal points and Medical Coordinators and Project Medical Referents;;
  • Support the HHRR department and the learning unit in the recruitment, matching and development of staff working in and leading the activities in SV projects
  • Assists in the medical on call on rotation with the TESACO’s and other referents (shared with the other SRH 50% position);
  • S/he follows actively, monitors and evaluates the service provided by telemedicine related to his/her area of expertise.

Medical department development and networking:

  • As referent of the Medical department, s/he participates in all activities organized by the Medical department, including weekly, monthly and process revision meetings, as in other ad hoc relevant reunions; participates in the development of the plan of action of the department;
  • Together with a team of multidisciplinary referents she or he will promote the development of SV programs within MSF OCBA, identifying key priorities issues which need to be invested in including through participation in operational research and collaborating with the Operations Dept in the implementation and adaptation of strategies and;
  • Supports the communication department where needed (providing talks, articles, videos and/or looking for appropriate speakers that can do so);
  • S/he liaises regularly with key relevant actors related to SV (academics, researchers, institution developing programs or policies related to this field) to inform or get informed on recent / ongoing developments in and outside of MSF (programs, research, initiatives, introduction of new tools) and use those info to feed internal discussion on SV  to promote.

Expériences / formation

Selection criteria

Education, Experience and desired attributes

  • Registered Nurse, Midwife or Doctor;
  • Proven experience in the management of sexual violence and safe abortion care in contexts of low income and humanitarian settings;
  • A minimum of 2 years program experience in different MSF projects (different contexts) or with relevant medical organization working in low income countries and/or humanitarian settings;
  • Fluent in English and Spanish ;
  • Knowledge in computer: Excel, Word and PowerPoint.

Others

  • Education and /or experience in Community Based Approaches;
  • Master degree in a public health related topic;
  • Further training in violence or sexual violence;
  • Knowledge of French, Arabic or Portuguese;
  • Willing to travel abroad, including conflict settings.

Salaire

Conditions

  • Based in any MSF-OCBA Hub (Barcelona, MSF-Spain office delegations, Amman, Dakar or Nairobi) with regular field visits estimated to up to 30% of time;
  • Temporary position ;
  • 50% FTE ;
  • 1-year contract with possibility to be extended;
  • Annual Gross salary: HQ-4A (divided in 12 monthly payments) + secondary benefits based in MSF OCBA Rewards policy
  • Starting date: November 7th .
