The IRC has been active in The Central African Republic (CAR) since 2006 and has been implementing emergency response programs since early 2013. The IRC has four field offices in the north – Bocaranga, Kaga Bandoro, and Zemio and Ndele – in addition to a central office in Bangui. Since 2007, it has built close relationships with local communities, community leaders, local authorities, and other local and international actors. Today, the IRC is one of the leading humanitarian actors working in the prefectures Ouham Pende, Nana Gribizi, and Zemio, implementing programs in health, Women Protection and Empowerment, Child protection and Protection rule of law and Early Recovery and Development. The IRC has demonstrated its ability to successfully implement health and protection programming, improving beneficiaries’ access to healthcare and providing survivors of violence with safe, confidential services to help them recover and reintegrate into their communities. The gained technical expertise, logistical abilities, and local knowledge and understanding has laid the foundation to expand and deepen these services to reach more people and respond to the emergency need at a greater scale as additional funding is secured.
Scope of work:
Women Protection and Empowerment (WPE) and Access to Justice Coordinator will work to be responsible for the quality and timely implementation of all aspects of the WPE & PRoL program. They will ensure that particular emphasis is placed on the integration and linkage of protection interventions, including protection monitoring which is used to develop and protect evidence-based programming across all protection sub-sectors and access to justice where particular emphasis is placed on access to justice for victims of GBV and for children.
This position will play a key role in ensuring integration with all IRC sectors and supporting the centrality of protection in the IRC program in CAR (economic well-being, health, child protection, nutrition research), ensuring that the principles of protection and women’s empowerment are incorporated into CAR program sectors and that the orientation between WPE/PRoL and other program sectors works.
They reports to the Deputy Director of Programs and will have access to technical advice from the IRC WPE Unit and the Rule of Law Protection Unit.
The WPE and PRoL Coordinator will be based in Bangui and will be expected to travel at least 40% of the time to project sites, considering IRC CAR’s security protocols.
Responsibilities:
Program management and quality
Oversee quality implementation of Women’s Protection including quality assessments, budget oversight, implementation plans and partnerships.
Oversee quality implementation of all aspects of the PRoL program including legal and access to justice for GBV and for children, protection monitoring, information dissemination, protection mainstreaming and other relevant future PRoL interventions. This includes revision and validation of monthly protection monitoring reports, support the launching and set up of the CAR Access to justice strategy; oversight of budget and follow up of key indicators and results.
Ensure that monitoring and evaluation systems are effectively designed and integrated into all stages of the project; that output, and impact data are captured, and that data is used to optimize program quality.
Participate in cross-departmental collaboration and coordination in order to ensure that linkages between programs are made and programs gain from Women’s Protection and Empowerment and Protection Rule of Law standard methodology, in particular with regular contact and coordination with Coordinators and Managers in other sectors.
Ensure all designed Women’s Protection and Empowerment and Protection Rule of Law projects use to the IRC theories of change and that outcomes are evidence-driven and evidence-generated and the selection of indicators use the IRC Indicators Section Tools.
Ensure quality and timely reporting in accordance with IRC and donor’s regulations and templates.
Promptly identify and recommend solutions to technical and operational issues when they create barriers to timely and quality programming.
Programme development
Together with the Deputy Director, Programs provide strategic direction and vision to the IRC’s Women Protection and Empowerment and Protection Rule of Law programming in CAR
Develop/implement the Women Protection and Empowerment and Protection Rule of Law strategy for CAR in close collaboration with the DDP, Child Protection team and in collaboration with the Child Protection Technical Unit
Develop and/or lead implementation of child protection assessments and Women Protection and Empowerment and Protection Rule of Law situation analysis for the purpose of program development or programme strengthening
Find opportunities for design and develop concept notes and proposals based on context analysis and opportunities.
Lead in technical inputs for Women Protection and Empowerment and Protection Rule of Law during proposal development
Ensure Women Protection and Empowerment and Protection Rule of Law is mainstreamed across IRC programming
Work closely with IRC’s Technical Unit to integrate innovative approaches advised by evidence and/or research at c
Ensure Women Protection and Empowerment and Protection Rule of Law programming in CAR is context appropriate and advised by the knowledge and experience of the country team
Provide lessons learned and feedback country and global level for as appropriate, in order to advance the Women Protection and Empowerment and Protection Rule of Law sector
Develop and/or input into protection assessments and protection reporting analysis for the purpose of program development
Find opportunities for partnership and strategic collaboration.
Identify/ develop and support recommendations to ensure PRoL expertise is used to support Peace building and conflict management and resolution proposal as part of the Nexus approach.
Representation, coordination and advocacy
Under the leadership of the DDP/CD forge connections with key government counterparts at the ministerial level particularly justice institution to ensure support of our access to justice strategy, UN, I/NGOs, human rights actors, municipal and other sub-national government actors.
Represent the IRC in high level and strategic meetings such Protection cluster and other relevant inter-agency and bi-lateral meetings, e.g. case management task force.
Grant monitoring & reporting
Undertake regular field supervising visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required.
Contribute to IRC and donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements.
Support the preparation and implementation of detailed program spending, procurement and work plans for all WPE & PRoL projects.
Ensure that monitoring and evaluation systems are developed (including indicator supervising sheets) and implemented in all WPE programs, that activity, output and effect data are captured in an accurate and efficient manner, and that programs are continually tailored to optimize quality.
Work with WPE & RoL staff and M&E team to design robust monitoring tools for remote monitoring and ensure program quality measurements.
Undertake regular field monitoring visits of IRC as well as partner activities to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required.
Monitor Sub Awards to local partners; conduct field visits, monitoring and supervision; work with grants and partnerships unit to conduct partner assessments and capacity building plans; and review partner proposals and reports.
Human resources management and development
Technical support and supervision to Women Protection and Empowerment/PRoL team including by directly deliver adapted training and ensure the field team is equipped with appropriate knowledge and tools to ensure implementation of good quality programming.

ü Clearly define staff development needs of direct reports and ensure they are able to access training and professional development resources appropriate to their skill gaps/needs

Qualifications
Sophisticated university degree in Law, Human Rights, social science or a related field.
ü 3-5 years’ experience implementing Women Protection and Empowerment programming including experience in emergency or post-conflict project management
ü Demonstrated experience using international human rights standards in Women Protection and Empowerment programming
Demonstrated experience implementing women protection and empowerment programs
Strong critical thinking and proposal writing skill
Strong leadership, staff and budget management and capacity building skills.
Excellent communication skills, cultural sensitivity, flexibility, ability to improvise, teammate.
Ability to live and productively work under stress and in insecure and harsh environments while maintaining a balanced attitude.

The work environment:
The WPE and access to Justice coordinator will be based in Bangui, in CAR, and will travel throughout the country to field program locations (40%). The security situation in CAR is still unstable, although the signing of the Khartoum peace and reconciliation agreement in February 2019 is still seen as a source of hope for the country to return to peace. The security level remains at 3 (orange phase). The candidate must be prepared to work in insecure environments. This is an unaccompanied position.
Housing: Lodging in CAR and field offices is in shared IRC guesthouses. All IRC sites have electricity and internet although some interruptions can be experienced. Food and is the individual’s responsibility.
