REQUEST FOR EXPRESSIONS OF INTEREST (INDEPENDENT CONSULTING SERVICES – CONSULTANT SELECTION)
Planète Enfants & Développement (PE&D), founded in 1984, is an apolitical and non-denominational international solidarity association dedicated to vulnerable children in order to offer them the necessary conditions for their well-being and development, by working with local actors and families. PE&D is present in 4 countries, Cambodia, Vietnam, Nepal and Burkina Faso
Garment factories in Cambodia provide jobs to nearly 700,000 people, approximately 90% of whom are women. Many garment workers travel long distances to work each day. Many of these workers are women with young children and face challenges for daily care. Traditional Caregivers, typically illiterate grandparents, are often the only affordable childcare option. However, they are not well-equipped to provide adequate education, stimulation, and nutrition to young children.
In Cambodia, there are no public daycare services and very few functional factory daycare centers. Private daycare services are available and growing in urban areas but are not financially accessible for most garment factory workers. The average cost of private daycare in Cambodia is $100/month for 1 child, while a garment factory worker’s monthly base wage is around $180. This community-based childcare project will first focus on Kampong Speu province, and in Kompong Cham, as the area hosts a high concentration of garment factories whose workers live in their own communities and can participate in community-based services. The project aims to build and run 22 (twenty-two) day care centers in these provinces and targets 625 garment factory workers and their children and families. Each day care center will welcome 25 children.
Responsibilities of the PROJECT Officer
The candidate (Project Officer) will be supporting the Project Manager and Coordinator (PM&C), to whom s/he will report.
More specifically, s/he will be in charge of:
- Documentation management
- Following overall project work plan , and update it
- Writing the activity reports and submit them to the different donors or other stakeholders, after the validation of the PM&C
- Supporting the PM&C in financial follow-up of the project with the Finance manager (planning and control of the expenses, according to the budget approved upon)
- Supporting the field team in data collection and reviewing the M&E framework upon the needs, in coordination with the M&E officer.
- Proposing a communication action plan for the project (events, social network, printing, media…), identify and develop the communication tools,
- Coordinating the communication with the stakeholders of the project, produce the messages and tools
- Fundraising: identify potential donors and call for proposals, write and follow the proposals
- Administrative support: write the request letters to institutional stakeholders -English and Khmer,
Assignment Duration: 24 Months
Expériences / Formation
Qualifications
- Master’s Degree in Political sciences, business school, education, health, human rights or development
- At least 2 years of experience in the field of I/NGOs
- Excellent written and oral English
- Communication skills
- Excellent knowledge of MS office and design software
- Organization skills, rigor, creativity, autonomy and enthusiasm
- Affinity with numbers
- French or Khmer spoken, a background in early childhood and a first successful experience in the field of project development would be an asset
Salaire
