Operations Policy and Country Services (OPCS) plays a pivotal role in achieving the World Bank Group’s mission. OPCS assists frontline staff in delivering results to clients through sound operations policy and strong country support. In the World Bank Group structure, OPCS is at the center of operations and delivery, and serves as the link between the Global Practices and the Regions. OPCS develops and oversees the Bank’s operational policies for country strategies, lending operations, advisory services and analytical support, financial management, procurement, and environmental and social safeguards. It oversees the Bank Group’s Corporate Scorecard; manages interactions with the Bank’s oversight units; and co-leads the results measurement and evaluation stream in the Bank Group. OPCS teams provide advice and support to World Bank management and staff as well as hands-on assistance to help teams leverage the Bank’s policies, processes, and risk management tools for our country clients. Working in OPCS helps World Bank professionals gain broad exposure to strategic operational issues and develop a deeper understanding of the Bank’s business. OPCS’s staff are organized in three departments:
  • Operations Standards, Environment and Social (OPSES) is responsible for Environmental and Social Standards and Safeguard Policies, including support to operations, learning and training, knowledge management, reporting, interface with the Inspection Panel, and management of the Grievance Redress Service (GRS).  
  • Operations Standards, Procurement, Financial Management (OPSPF) is responsible for ensuring technical excellence in the financial management and procurement and manages selected aspects of the anticorruption in operations agenda and the UN agencies engagement in operation program.
  • Operations Policy and Quality (OPSPQ) consolidates the corporate support and oversight of country strategies and all financing instruments as well as managing operational learning and the Operations Help Desk.
  • Operations Strategy, Risk, and results (OPSRR) supports Bank staff and Management in strengthening the focus on results and risk to achieve the Bank’s strategic objectives.

Duties and Accountabilities

OPSES is looking for a dynamic, adaptable, high performing Extended Term Consultant to work closely with the Environment & Social Management teams in the department and with other relevant stakeholders in support of Environment and Social (E&S) monitoring and reporting IT systems. This is an assignment for a highly motivated professional with a good understanding of the World Bank, World Bank operational systems, its organization, and its mission. This appointment involves deep collaboration across the institution, in Operations and in Information Technology Services.
 
Responsibilities will include:
  • Meeting with teams within OPCS and across the institution to understand business processes, needs, pain points, and determine the new features and capabilities required to build or enhance existing or new E&S monitoring and reporting IT systems, including the new Environmental and Social Management System (ESMS), IRT (Integrated Rating System), Tracking Environmental and Social Performance System for Safeguards (TESP SG), E&S Dashboards, and E&S Standard Reports. 
  • Reviewing and prioritizing user feedback received for continual improvement of the corporate E&S monitoring and reporting systems.
  • Providing high-quality support to the Department Management Team related to corporate IT systems under OPSES responsibility (e.g., ESMS, IRT, E&S Standard Reports, TESP SG, E&S/RSA Dashboards).
  • Liaising with and providing guidance to ITS throughout the E&S system development process from concept to design, prototype, testing, production, and ongoing support.
  • Testing, monitoring, and reviewing systems once in place to recommend changes as necessary, liaising with IT and relevant stakeholders as appropriate.
  • Developing and delivering training to stakeholders across the institution on E&S monitoring and reporting IT systems. 
  • Collecting, analyzing, and providing responses in detail to questions, and providing follow-up on system updates as needed.
  • Collaborating with E&S, OPCS, and ITS management teams to ensure a solid and well-rounded base of products and understanding of emerging needs.
  • Consolidating operational data across different data sources, conducting data validation, implementing analysis on various aspects of the E&S risk management portfolio, and producing standardized regional and CMU-level reports on a regular basis.
  • Maintaining a positive and constructive approach to problem-solving internally and during client interactions with focus on timely and accurate issue resolution.

 

Selection Criteria

The Extended Term Consultant must be a team oriented professional with proven ability to carry out complex tasks as part of a multi-disciplinary team and capacity to work under pressure and to strict deadlines; and capacity to work with and advise task teams and external clients on matters of Bank policy, procedures, and processes. Experience working in complex and challenging settings is highly desirable. The Extended Term Consultant in OPSES will have the following qualifications, skills, and characteristics:
  • Master’s degree with 5 years relevant experience or bachelor’s degree with a minimum of 7 years relevant experience.
  • 3+ years of product management, software marketing or other relevant experience.
  • Strong experience working with World Bank Environmental and Social information management systems and reporting.
  • Experience working with agile software development processes.
  • Thorough knowledge of Bank policies, procedures, guidelines, financial instruments, accountability instruments, results agenda; good understanding of Bank’s corporate priorities and initiatives.
  • Excellent writing and analytical skills, including the ability to draft presentations, concept notes, outcome reporting, and other written communication. Strong interpersonal, relationship building and diplomatic skills. 
  • Data collection and management proficiency using the WB information systems and analytical tools desirable.
  • Demonstrated ability to work across organizational boundaries and to function effectively both as a member of a team and individually as required.
  • Familiarity with the Environmental and Social Framework and with Bank Safeguard Policies would be an asset.
  • Ability to contribute substantively to strategy formulation and policy and program design.
  • Experience in project design, implementation, and management.
  • Familiarity with portfolio management and results monitoring.
  • Proven track record in managing relationships with external stakeholders.
  • Excellent written and oral communications skills in English.
