In the long term, this initiative seeks to foster a culture of preventive diplomacy throughout the region and help communities along the region’s borders become more resilient.

BACKGROUND / PROJECT DESCRIPTION
Young people under the age of 29 make up more than 50% of the population of Central Asia and Afghanistan and have great potential to support peace and development throughout the region, but their opportunities often remain untapped.
In this regard, the United Nations Regional Center for Preventive Diplomacy for Central Asia (UNRCCA) in 2019 launched its new initiative, the Preventive Diplomacy Academy (PDA) under the United Nations Youth Strategy and the elements of prevention contained in Security Council resolutions 2250 (2015) and 2419 (2018) on youth, peace, and security standard methods of preventive diplomacy, intercultural dialogue, leadership skills, conflict prevention strategies and the basics of project management. The result of the project activities in 2019 was the First Regional Government Youth Dialogue.
In 2022, the UNRCCA Preventive Diplomacy Academy planned to build on the results of previous years by extending the duration of the workshops to 24 online sessions to include additional theoretical sessions on the United Nations Peace and Security Pillar, the UN-75 Global Initiative and the Security Council Resolution on Youth, Peace and Security.
FUNCTIONS/DUTIES TO BE PERFORMED BY THE CONSULTANT
Under overall supervision of the Head of UNRCCA, and direct supervision of a Political Affairs Officer, the consultant will be responsible for the following duties:
• Prepare training modules for UNRCCA Preventive Diplomacy Academy online sessions in accordance with the existing Training Plan:
• Contribute to the overall planning of the training curriculum and project activities, as well as to ad-hoc events within the project, as requested;
• Travel to the region to deliver the training course to young people in Central Asia if pandemic situation permits;
• Provide expert advice to training participants, mentoring them throughout the duration of the project;
• Contribute to developing the modalities of an essay contest and helping select the winners;
• Contribute to the planning and organization of the project’s capstone event at the conclusion of the project (last quarter of the year);
• Contribute to reporting obligations, as requested;
• Provide expert advice and recommendations to Mission leadership on the further development of this project
• Mentor the inter-regional network of PDA graduates to support the training process and promote the graduates to join other regional training programmes provided by other international and national entities

Academic
Qualifications: An advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree
Experience: A minimum of five years of experience in developing training materials and delivering training curriculum to youth audiences is required. Experience working in Central Asia is highly desirable.
Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in Russian is required. Knowledge of English and/or a regional language is an advantage
