Your working environment

ACF has been operational Yemen since 2012 in Hajjah, Hodeida, Lahj, Abyan and Aden governorates.  As of today, ACF Yemen is operational in Hodeida, Aden, Hajjah, Lahj, Abyan and Al Khokha Governorates and it is working on the expansion of its response both in the North and South. ACF has been implementing its humanitarian response in Yemen addressing Nutrition & Health, WASH, MHCP and FSL. As of January 2022, ACF’s team is running operations of approximatively 8.5 million EUR coming from different institutional donors and internal ACF funds and is strongly involved in the coordination mechanisms.

ACF Yemen is a medium sized mission with  9 international staff and 94 national staffs based in Sanaa, Hodeidah, Hajjah, Aden. The security situation is volatile: active frontlines in Hodeidah and Hajjah Governorates; articulated political situation in Aden and an social and economical degradation in the whole country. It is still a very a high risk, deep field situation with highest level of security at all times.

Working conditions will be dynamic and demanding. Guesthouse in Sanaa is comfortable will a full equiped gym, and leisure area with TV, table tennis, badmington and pool table. Social gatherings with other organizations are possible on regular basis.

Your position and responsibilities

You will work with the Country Director To provide leadership to the development and maintenance of a comprehensive needs-based program strategy that is responsive to the dynamic needs of the most vulnerable populations built on the program strengths of ACF.

More precisely you will : 

  • Ensure coordination and implementation of programs and operational management in line with the country strategy, design the programmatic strategy of the mission and develop project proposals;
  • Manage the Program Team;
  • Analyze the humanitarian needs (in country and at regional level);
  • Represent and liaise with donors, authorities, UN, NGOs on operational strategy and program-related issues;
  • Follow-up on management of program budgets;
  • Represent Country Director when and as required.

Your profile

Education and professionnal experience

  • A Master’ s degree in development / humanitarian aid, international relations or a field relevant to ACF sectors;
  • At least 5 years of project management experience in international NGOs and in a similar coordination position.

Technical skills

  • Leadership and management skills in a complex international setting;
  • Extensive knowledge and understanding of Humanitarian coordination mechanisms;
  • Good knowledge of main ACF sectors of intervention: N&H, WASH, FSL, Emergency response, MHCP-GP;
  • Consolidate experience of project cycle management and using participatory tools and methodologies for assessment, programs identification, implementation, monitoring, evaluation and learning;
  • Knowledge of the main donors policy, requirements and partnerships;
  • Strategic planning and program design and development;
  • Experience and/or personal commitment in mainstreaming Gender across the different sectorial programs.

General skills

  • Excellent personal and communication skills;
  • Ability to coach on the building of strong relationship with INGOs, government and donors;
  • Ability to adjust to constantly changing situations while maintaining focus on delivery and follow-through;
  • Strong analytical and conceptual thinking; able to understand complex issues and translate them into simple, workable actions and plans.

Languages

  • Fluency in written and spoken English;
  • Arabic will be consider as an asset.

Your terms of employment

  • 12 months fixed term contract under French legislation
  • Monthly gross salary from 2735€ to 3185€ upon experience
  • Monthly per diem and living allowance: $426 + $304 net, field paid
  • Monthly country allowance: 450€
  • Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
  • 16% of the gross monthly salary for pension insurance reimbursement for non-French citizens
  • Transportation and accommodation: Coverage of transportation costs and guest house
  • Medical coverage: 100% coverage of health contributions (social security + health insurance) and repatriation insurance
  • Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year and 215 € at each RnR period
