Organizational context :

The WFP Zimbabwe Country Office launched its 5-year Country Strategic Plan (2017–2021) on 3 April 2017. WFP Zimbabwe’s actions focus on activities aimed at addressing transitory and chronic food insecurity and strengthening partnerships for sustainable development. The WFP Zimbabwe Country Strategic Plan (CSP) 2017-2021 supports the government to achieve zero hunger. It focuses on Sustainable Development Goal 2 (SDG 2) through activities aimed at addressing transitory and chronic food insecurity and SDG 17 by strengthening partnerships for sustainable development.

Under the supervision of the head of M&E unit, the Job holder at NOA level is expected to support the development and implementation of Monitoring, Review and Evaluation Plans aligned to WFP corporate standards to generate quality evidence on the lives of beneficiaries and inform decision-making on strategy, programme design and implementation. This includes implementation of baseline surveys, coordinating monitoring activities, supporting reviews and evaluations, and ensuring programmes are accountable to affected people and integrate protection and gender perspectives in all areas of work.

Job purpose :

To provide support to policy and programme activities that effectively meet food assistance needs.

Key accountabilities (not all-inclusive) :

1. Provide inputs to the development of monitoring, review and evaluation plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan), while being compliant with WFP evaluation and monitoring requirements ;
2. Support the line manager in ensuring that CO monitoring systems and tools are in place and compliant with corporate standards including the minimum monitoring requirements, standard operational procedures and establishment of baselines and targets in alignment with the updated corporate results framework ;
3. Oversee face-to-face and remote monitoring data collection exercises and prepare reports and information products that contribute to evidence-based decision-making ;
4. Support management of complaints and feedback systems through capturing, reporting and referring of issues reported through these mechanisms ;
5. Support field offices, activity and functional managers in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken as required ;
6. Contribute to building monitoring capacity of WFP staff and partners through training, information sharing and field support to ensure a shared understanding and uniformity in the implementation of activities. Support the head of unit in integration of protection, gender and age perspectives into monitoring and evaluation of all CSP activities ;
7. Support Country Office thematic reviews and evaluations ;
8. Provide technical supervision and guidance of short-term positions within the unit to ensure high performance ;
9. Other as required.

Functional capabilities :

Standard minimum qualifications :

Education : Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.

Language : Fluency (level C) in English language and the duty station’s language, if different.

Experience : Minimum of six years of relevant professional work experience including monitoring and evaluation activities.

Experience using a variety of quantitative and qualitative analytical tools and method

Desired experiences for entry into the role :

• Has gained experience in implementing technical programs (i.e. nutrition, etc.) ;
• Has implemented programmes and provided input into designing operations ;
• Has provided input into policy discussions and decisions.
