Recrutement d’un(e) Consultant pour faciliter la mise en œuvre de produits d’assurance intelligents face au climat au compte de l’Institut International de Recherche sur les Politiques Alimentaires (IFPRI) en Ethiopie.

 

 

 

Scope of work

  • Disburse payouts for the sample of farmers with visible damage in 40 villages in Amhara regions for whom smartphone images were taken throughout the 2022 season. The consultant will be facilitating the payout for each farmer at the end of season based on loss assessments conducted by the EIAR team (Dr. Kebebew and associates). The total payout from this picture-based insurance product depends on the extent of damage, as follows:
    • 0 – 19% damage: No payout
    • 20 – 49% damage: Birr 1,320 (33% of sum insured)
    • 50 – 74% damage: Birr 2,680 (67% of sum insured)
    • 75 – 100% damage: Birr 4,000 (100% of sum insured)
  • Vary whether payouts are made via digital banking (mobile money, or bank accounts in case farmers prefer not receiving payments via mobile money) versus in cash and facilitate the disbursement of both weather index-based and picture-based insurance payouts for those farmers who are randomly selected to receive payouts via digital banking.
  • Procuring and disbursing trial packs to 1,280 farmers, spread across 80 villages in Amhara that were selected for seed promotions.

Required qualifications of the consultant

  • PhD degree in Agricultural Economics, or related field;
  • Demonstrated successful past experiences of working with project partners (R4, EIAR/Dr Kebebew, BahirDar University, IFPRI and University of Arizona);
  • Knowledge of financial inclusion and state of mobile banking in rural areas of Amhara, and the ability to disburse payouts in these areas;
  • Experience in building trust and good relations with project partners and communities;
  • Excellent communication and interpersonal skills;
  • Proficiency in Amharic.

Preferred qualifications

  • Having experience working with picture-based insurance and sound understanding of how the product works;
  • Having established rapport already with the 40 program agents who are involved in implementing the program in the 40 villages with picture-based insurance.
