Responsibilities

More specifically, the Consultant will:

Conduct a document review for context and understanding:

o   Understand at a high-level CGIAR’s 2030 Research and Innovation Strategy in order to be able to understand the wider organizational context

o   Audit and understand current People & Culture vision and proposed operating model, frameworks, policies, actions plans and surveys

o   Understand CGIAR’s wider organizational operating model, Business Plan and Research  Initiatives (and how they are currently managed from a P&C perspective)

  • Develop the approach, structure tools and templates for stakeholder consultation on the Strategy and Engagement Framework
  • Conduct a SWOT Analysis to explore internal and external strengths, weaknesses, opportunities and threats and assess the implications for P&C’s critical functions
  • Conduct an analysis of the non-profit agricultural research for development sector, providing insights into CGIAR’s competitive landscape and positioning when it comes to recruiting and retaining top talent
  • Conduct and/or participate in stakeholder interviews, as part of the process to build the Strategy and Framework
  • Synthesize the results of the analysis and internal research to feed into the development of the Strategy and Framework
  • Work with the P&C Community of Practice to draft a coherent and actionable  CGIAR People Strategy and Engagement Framework aligned with CGIAR strategic objectives, including  Employee Value Proposition and high-level key performance indicators
  • Formulate the tactical plans to achieve the Strategy and Framework.

Requirements

  • Substantial experience in a senior HR role (10+ years), including in organizations undergoing significant change;
  • Deep understanding of culture, diversity, engagement and the drivers impacting a positive employee experience;
  • In-depth knowledge of global HR developments, including demonstrated competence in understanding the talent agenda, including developing a solid leadership bench;
  • Strategic planning expertise;
  • Vision and big-picture thinking;
  • Collaborative skills and ability to work with a wide range of stakeholders;
  • Excellent communication skills;
  • Business fluency and knowledge of international development organizations;
  • Experience working within a matrixed (i.e., shared services delivery model) environment in a large, global, complex organization;
  • Experience leading organization design and implementing change.
