Purpose

In this post, you will have the opportunity to contribute to the identification, appraisal, negotiation and initial stage monitoring of public sector (e.g. State, local authorities, public-owned companies) lending transactions in Croatia and Slovenia according to EIB policies and procedures, aiming to contribute to EU Policy goals and Bank’s operational objectives.

Operating Network

You will be reporting to the Head of Division, as well as liaising, building and nurturing strong business relationship with high-level stakeholders in your targeted markets.

Accountabilities

  • You will be entrusted with tracking developments and monitor your target markets, as well as with develop and maintain a network of, primarily public sector counterparts (e.g. State, local authorities, public-owned companies) and institutional stakeholders, screening proposals and originating lending opportunities that best meet COP objectives.
  • Thanks to your solid expertise, you will evaluate the quality of potential projects and their chance of success at early stages, by consulting where appropriate with the Bank’s technical Projects Directorate (PJ), with Risk Management (RM), Compliance (OCCO) and Legal (JU), in order to improve the effectiveness of the appraisal process.
  • You will also prepare credit review and internal approval documents, whilst also coordinating technical, legal, model and credit due diligence, financial analysis included, of key credit counterparts.
  • You will structure loan/guarantee/security proposals, evaluating their feasibility as well as related project and financial risks, and you will also draft reports and lending proposals in cooperation with the appraisal team, as required.
  • You will take on a leading role in guiding and coordinating the lending process, in cooperation with other Directorates where appropriate.
  • You will take responsibility for the approval process on selected operations, as well as following up and monitoring the transactions aiming to maintain the quality of the loan portfolio, liaising closely with both external and internal stakeholders.
  • You will also be leading the negotiation of legal and other project documentation with promoters and other counterparts in coordination with other Directorates.
  • You will also be responsible for drafting internal documentation and briefings for Members of the MC and Ops’ management, in coordination with other Directorates and Local Offices.

Qualifications

  • University degree, ideally in Finance/ Economics or a business-related discipline.
  • Minimum of five years of relevant experience in the financial sector.
  • Expertise in financial analysis as well as experience in credit risk assessment.
  • Knowledge of the Bank ’s standard computer tools would be an asset.
  • Excellent knowledge of English and/or French (*), with a good command of the other. Knowledge of Slovenian and/or Croatian would be an advantage.

(*) Unless stated explicitly as a required qualification, an excellent command of French is not a pre-requisite for hire.  As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development.  Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process).  Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).  The Bank offers appropriate training support.
