The GESI Specialist is responsible for integrating gender and social inclusion considerations into all activities. He/she leads implementation, tracking, monitoring, and assessment of the FS/TIP Gender Action Plan; trains staff and NGO implementing partners on gender equity and social inclusion issues, GBV, and child marriage; coaches NGO implementing Partners and FS/TIP teams on GESI-inclusive management and hiring techniques; supports the MERL Manager in collecting and analyzing data related to GESI considerations; facilitates CLA sessions assessing progress and learning around GESI issues; ensures the implementation of safeguarding policies and a Do No Harm approach; and works closely with the FS/TIP MEL Manager to create the MEL Plan incorporating GESI considerations.
Responsibilities include but are not limited to:
GESI Project Management
- Leads the design and implementation of context-specific gender and social inclusion analysis and ensures findings are adequately integrated into the FS/TIP activity implementation and collaboration, learning, and adapting (CLA) agenda;
- Develops and oversees implementation of the activity’s GESI policy, principles, and strategy, including specific tasks, capacity building, external and internal learning agenda on GESI issues, and integration into the activity’s overall CLA agenda.
- Once these approaches and strategies are developed, coordinates closely with the technical staff to ensure full integration of gender and social inclusion throughout program design, planning, and activity implementation;
- Conducts social inclusion analysis activities with technical staff, beneficiaries, and key stakeholders; leads efforts to integrate inclusive practices and recommendations related to gender, youth with disabilities, vulnerable and minority populations into the design and activities;
- Leads the implementation and monitoring of gender and social inclusion strategies across all programming, and recommends improvements to address the needs of marginalized and excluded populations;
- Collaborates with project beneficiaries, community leaders, public and private sector actors, and other key stakeholders to develop and implement inclusive and gender sensitive practices;
- Maintains a close working relationship with Winrock’s Senior Gender and Social Inclusion Adviser, embedded within the AGILE Team at HQ, to share learning, troubleshoot, and gain access to broader resources, tools, and support.
GESI Training and Integration
- Serves as a resource and mentors activity staff and partners on social inclusion programming; conduct trainings and other capacity building activities as needed;
- Promotes GESI integration within the FS/TIP team as well as with partners to align with USAID and GOB policies;
- Supports cross-cutting themes across government stakeholders, CSO partners and private sectors as recommended under the GESI assessment plan;
GESI Monitoring, Evaluation, Research and Learning
- Supports the MERL Manager with data collection, monitoring of program activities’ impact on vulnerable, marginalized populations and mark progress on gender/social inclusion, ensuring reporting on all sex-, ethnicity and age-disaggregated data is included;
- Promotes and coordinates discussions on best practices and learning with external stakeholders as planned within the activity, building a strong evidence base on GESI achievements, reporting achievements to project partners and USAID;
GESI Leadership and Stakeholder Dialogue
- Establishes and maintains productive relationships with government officials and civil society organizations representing the interests of marginalized and vulnerable populations;
- Submits to the Chief of Party quarterly/annual reports highlighting GESI implementation progress across the activity;
GESI Safeguarding
- Ensures, in coordination with the MEL Manager, that program activities meet the responsibilities to safeguard children, youth and vulnerable adults from abuse and do no harm;
- Incorporates GESI specific qualitative and quantitative indicators that identify GESI any changes during the course of the activity in coordination with the MEL Manager;
QUALIFICATIONS :
- Education: Bachelor’s degree in international development, education, gender and inclusion, sociology, or related fields.
- Minimum of 5-years experience in social inclusion programming, such as youth and women’s’ empowerment, inclusion of persons with disabilities and minority populations or master’s degree in gender and social inclusion, sociology or related fields and two years of field experience;
- Knowledge and experience in GESI programming, human trafficking and migration, , human rights, community development, and gender equality and social inclusion preferred.
- Strong understanding and commitment to address issues faced by marginalized populations related to human trafficking and human rights;
- Experience in conducting assessments, monitoring and evaluation, strong analysis and writing reports;
- Practical experience and knowledge of community-based safeguarding and protection approaches, including experience in participatory approaches and methodologies preferred;
- Previous experience working in USAID projects preferred.
