Reporting Lines

Under the supervision of the Chief, External Relations, Protocol and International Cooperation Section, to:

Duties and Responsibilities

  1. Provide assistance in relation to protocol activities, organizational and logistical aspects for visits of the high-level dignitaries to the Provisional Technical Secretariat (PTS) and other subsidiary bodies. Assist in making protocol arrangements for credential and other ceremonies held at the PTS. Liaise with the Office of the Executive Secretary and senior management to coordinate and manage visits, events, meetings and conferences in the headquarters as well as abroad;
  2. Act as a focal point for protocol for Permanent Missions, the Host Country, intergovernmental and non-governmental organizations and the PTS;
  3. Receive and verify letters of credentials of States Signatories Permanent Representatives, request translations, provide support to the Credentials Committee, assist in preparing notes verbales and in issuing authorizations to the UN Security and Safety to issue/withdraw grounds passes;
  4. Draft and format official correspondence, prepare and assist with dispatching notes verbales related to conferences and meetings. Act as a focal point for registering PTS officials participating in meetings of the UN General Assembly and meetings with other international organizations in and away from Vienna;
  5. Update and maintain the CTBTO Protocol Manual including guidelines on correspondence related to conference protocol, VIP visits, high-level events and ceremonies, credentials, signing, condolence, closing and opening exhibitions, farewells and introductions and other matters as appropriate; develop and implement a CTBTO Online Protocol Training Course (basic and advanced);
  6. Maintain and update the online directory of Foreign Ministers, Permanent Missions and Observer Missions; assist in the development, maintenance and updating of other databases in use in the Section;
  7. When required, provide assistance to the Executive Secretary, the Director of the Legal and External Relations Division and other senior staff in their meetings with high ranking governmental officials and delegations and their participation in high-level multilateral conferences by preparing background notes, presentations and talking points as well as handling diplomatic communications with Permanent Missions and national authorities as necessary;
  8. Assist in the planning, preparation and coordination of significant events hosted by the PTS, such as the biennial Science and Technology Conference and Science Diplomacy Symposium.
  9. Contribute to the planning and organization of further outreach activities of the Section with the aim of promoting the goals of the Treaty and its universalization;
  10. Perform other duties as assigned.

Education

  • University degree in international relations, political science or a related field.

Work Experience and Qualifications

  • At least two (2) years relevant working experience in protocol, external relations or international cooperation, preferably part of which should have been at an international level;
  • Thorough knowledge of protocol principles and practices, with demonstrated cultural awareness and sensitivity is required;
  • Experience in organizing meetings and events, is required;
  • Strong attention to detail and quality with a high degree of discretion and professionalism is required;
  • Demonstrated capability to conduct research and analysis on complex political issues and to present the findings in a succinct manner;
  • Good knowledge of Microsoft Office applications including the development of databases is essential;
  • Ability to establish and maintain effective working relations with staff at all levels as well as with external counterparts and stakeholders in States Signatories and international organizations;
  • Capacity to work simultaneously on a variety of issues and tasks independently, adjusting to priorities and achieving results with agreed objectives and deadlines.

Languages

  • Excellent written and oral communication skills in English are essential;
  • Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.
