OBJECTIVES OF THE PROGRAMME
The mission of WHO’s Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The Strategic Health Operations (SHO) Department of the Health Emergencies Programme is responsible for ensuring that emergency-affected populations have access to timely and effective health services. This includes ensuring a strong emergency management system (based on incident management), effective and inclusive coordination mechanisms, joint assessments and planning by partners, implementation of operations and services according to agreed standards, and strong logistics and operational support.
DESCRIPTION OF DUTIES
Within the delegated authority, the incumbent is assigned all or part of the following duties which are performed according to the needs and agenda:
– Provide support to implementing activities to enhance and document EOC-NET operations.
– Identify and onboard new EOC-NET members and maintain membership community.
– Plan, organize and document meetings of EOC-NET secretariat and with internal teams and external partners.
– Plan, organize and document EOC-NET meetings and conferences.
– Support the development of the PHEOC training program and materials including PHEOC curriculum, PHEOC train the trainers workshops.
– Support the development of the EOC-NET expert roster for training and deployment.
– Support the development and facilitation of activation exercises among EOCs where staff are trained through the EOC-NET projects.
– Plan and conduct EOC research including capacity mapping in collaboration with teams at three levels and EOC-NET partners, ensuring harmonization across all regions.
– Develop and implement EOC standards and best practices including research, information products/publication and technical support.
– Further develop EOC-NET information sharing platforms to share best practices and operations information (global, regional, and country level).
– Backstop other teams and colleagues in EOC unit.
REQUIRED QUALIFICATIONS
Education
Essential: First level university degree in social science, business administration, public health, medicine, or related discipline.
Desirable: Advanced degree or specialization in emergency operations management, public health emergency management, information systems or information technology.
