Background

The African Continental Free Trade Area (AfCFTA) is one of the flagship projects of the African Union Agenda 2063 and is expected to be a key driver for Africa to realise continental structural transformation and industrialisation, as envisaged in the AU Agenda 2063’s shared roadmap for inclusive and sustainable growth for Africa.

The Agreement establishing the AfCFTA was signed by forty-four (44) African countries on 21 March 2018 in Kigali, Rwanda. The Agreement entered into force on 30 May 2019, following the necessary number of 22 ratifications. On 1. January 2021, trading under those areas of the AfCFTA started, for which negotiations had already been concluded. As of February 2023, the Agreement establishing the AfCFTA has been signed by fifty-four (54) African countries and ratified by forty-seven (47) countries.

GIZ, on behalf of the German government, supports the AfCFTA through the GIZ Support project to the AfCFTA (GIZ AfCFTA). GIZ AfCFTA supports the AU Commission (AUC) Department of Economic development, Trade, Tourism, Industry and Minerals (ETTIM).

Africa’s vision of industrialization-oriented development took shape during the 10th Ordinary Session of the Assembly of Heads of State, and Government of the AU held in Addis Ababa, Ethiopia, in January 2008 with the adoption of the Action Plan for Accelerated Industrial Development of Africa (AIDA). The Session reiterated that Africa would need to take advantage of new opportunities offered by the globalization of industrial production in order to move towards prosperity. The experience of newly industrializing countries especially in Asia, provide ample evidence of the strong skills between industrialization, economic growth and prosperity. Despite ample natural resources, Africa has not yet derived potential benefits from resource-based development. It’s against that background that ETTIM is working on continental strategies and activities to promote economic development and industrialisation.

It is in this context that the GIZ project “Support Programme to the African Continental Free Trade Area (AfCFTA) seeks the services of a junior consultant to support the African Union Department of Economic Development, Trade, Tourism Industry, and Minerals (ETTIM) to facilitate and provide technical assistance in the implementation of projects and programs as mentioned above.
