The main challenges:
Generally speaking, Mueda is a big base with many activities requiring logistic support and a lot of supply. The switch from emergency to regular processes is showing to be a big challenge as it takes time and energy to change habits and apply appropriate procedures.
- Support on-going activities (both emergency and more sustainable infrastructure programs) through reinforced communication and organization with the programs;
- Reinforce SI process for fleet & fuel management, equipment management, stock management, premises management, etc…;
- Manage 7 premises and an external fleet of > 15 vehicles;
- Manage and capacity build the log team with new team members ( 2 deputies to be recruited and trained);
- Optimizing operational logistics strategy with the support of the Logistics Coordinator
- Support the Field Coordinator on the Security & Safety management;
- Put in place a close follow up of the logistics budget follow up and update all expected expenses for 2023.
Management
The Logistics Manager will directly manage the logistics team in Mueda. He/she will work in close coordination with the administrative manager, the 5 Program Managers, the deputy field coordinator for programs and the Field coordinator in Mueda.
Priorities for the 2/3 first months:
- Review work organization of log team to clarify roles and responsibilities
- Continue the work started on building the capacity of the team (goal set up = 2 deputies + 2 assistants + 2 officers + 2 storekeepers + >25 watchmen)
- Work in close coordination with multiple program teams to ensure support to the on-going and new programs
- Optimize warehouses (4) management in Mueda: emphasis on the tracking of in/out movement of goods and security of the warehouses.
- Ensure the logistic budget follow-up with significant budgets among multiples grants
- Ensure the security aspect of the fleet management
- Ensure continuity of a proper physical and digital archiving
YOUR PROFILE
Education / academic background:
education background in logistics management, transport, warehousing, supply chain, purchasing is an asset.
Specific skills and experience:
- At very least 2 missions as logistic base manager in a similar size base
- Previous experience of logistics and supply management is mandatory.
- Previous experience with SI and Knowledge of SI tools and processes is
- Previous experience in unstable environment (conflict / post conflict country) is an asset.
- Knowledge of Solidarites rules, tools and procedures is an asset as the base opens
- Management skills
- Understanding, knowledge of local cultural / religious codes and habits and capacity to adapt to this environment
- MS office.
- Good analytical skills, ability to adapt
- Good communication and diplomatic skill
- Good organization skills.
- Capacity to work under pressure in a tense security environment.
- Basic knowledge of electricity and/or plumbing is an asset.
Language:
- Portuguese (basic level at least);
- fluent in Spanish or Italian is an asset;
- English is mandatory;
- Swahili is an asset.
