As part of its work, the PFRU provides technical and wider assistance to the Ukrainian National Centre for Peacebuilding/National Information Bureau (UNCP\NIB) to support the delivery of its legal mandate to create a unified register of all missing persons in Ukraine and NIB assistance to relatives of missing persons.
The Adviser on Missing Persons will play a role in designing and delivering the Missing Persons Mechanism in Ukraine, including strengthening the capacities of local partners to assist affected individuals and families materially and through effective advocacy and coordination.
Responsibilities
- Provide technical advice on delivering technical assistance to NIB, engagement of other government stakeholders and cooperation with civil society in the missing persons space.
- Provide advice on relevant political dynamics and build effective network and relationships with government, security, international and civil society stakeholders in missing persons space.
- Lead the development of the Missing Persons Mechanism, considering the needs and priorities of the full range of stakeholders. The development will include: consideration of composition of platform, design of best practice and propose potential activities in close collaboration with stakeholders.
- Provide advice on delivery of the Missing Persons Mechanisms, managing the partner identified to host the Mechanism to ensure it meets PFRU and stakeholder priorities.
- Through the Mechanisms, facilitate strengthening local partners’ capacity to respond to the needs of the missing persons, Prisoners of War and deportees.
- Advise Ukrainian partners on the Missing Persons Mechanism and facilitate collaboration to inform about legislation and policies on missing persons, POWs, and deportees.
- Facilitate the collaboration of government officials, civil society representatives, think tanks and research partners, and other relevant organisations in Ukraine.
- Support the development of methods, research, analysis and review of existing national legislation, strategies and plans related to missing persons in accordance with international legal standards.
- Advice on project improvement through Monitoring, Evaluation, Learning, and consolidation of results from activities.
- Provide technical advice and support on scopes of work for grants to civil society organisations and any PFRU sub-contracted technical assistance.
- Support any tasks to ensure the efficient implementation of the project.
Qualifications
The Advisor on Missing Persons will have the following experience and
- Advanced university degree in human rights, public law, conflict, international relations, sociology, business and other social sciences or relevant discipline.
- Minimum five years of working experience in a similar area.
- A strong network of connections to government, academia and civil society organisations in Ukraine is essential.
- Experience in human rights, protection, missing persons, international humanitarian law or related areas is highly desirable.
- Advisory experience in national government, judiciary, academia, international organisations or CSOs is highly desirable.
- Strong negotiation, communication and skills. Demonstrated analytical ability and report writing skills.
- Experience with donor funded projects or international organisations is desirable.
- Fluency in English and Ukrainian (oral and written) is essential.
