Job Summary
On behalf of UMCOR, the Program Manager, US Disaster Response augments early response activities of the United Methodist Church and affiliates by 1) providing partner support for relief, recovery and preparedness program development, implementation, evaluation and reporting, 2) assessing risks, assets, and capacity of partners in the UMC connection and offering recommendations accordingly, 3) facilitating communications within the connection during emergency and early response phases, 4) drafting briefs and situation reports, 5) providing technical support throughout all phases of the disaster cycle, and 6) Accompanying partners through all phases of the grant cycle: proposal development, reporting, and closure.
Essential Job Functions
- Grants Management- supports project and proposal development in consultation with conference disaster response coordinators, UMC stakeholders and other partners.
- Accompanies partners, recommending strategies, processes, and procedures to promote efficient and effective disaster programming throughout the disaster cycle (preparedness, response, and recovery).
- Provides insight and guidance for internal systems development and process improvement in collaboration with other units within the agency.
- Program and Leadership Development- stays abreast of current trends in the Disaster Management field, including jurisdictional regulations, programming standards and innovations.
- Conducts site visits in collaboration with UMCOR USDR Director to improve relationships, provide programmatic guidance and to validate programing.
- Performs other duties as assigned.
Major Accountabilities
- Monitors grant compliance and reassure the accuracy of grant status in cooperation with other departments. Works with internal colleagues to monitor and evaluate progress of programs, strengthen grantees’ project management capacity and ensure transparency and accountability.
- Accompany and guide conference level partners in implementing programming at all phases of the disaster cycle. Support conference partners in realizing the goals for their disaster ministry.
- Maintain relationships with partners to enhance capacity and provide guidance as needed.
- Under the guidance of the training program manager, deliver training on disaster preparedness, response, and mitigation and support curriculum development as directed.
Education and Experience
- Bachelor’s Degree Required
- At least two (2) years of experience supporting disaster readiness and/or response within the U.S. while working on behalf of a humanitarian aid organization or governmental agency and have demonstrated his/her ability to effectively facilitate training.
- Experience with grant-writing OR grant-making OR project management is ideal, however, will train highly motivated candidate.
