Main objective
We are looking for a Senior HR, Admin Officer to join our team and support the day-to-day activities of our Administration and Human Resources department. Under the
management of the Support Coordinator (SC) with the support of the Head of supporting the senior HR, Admin Officer contributes to the operations
of Geneva Call in Afghanistan. Senior HR & Admin Officer responsibilities include procurement, contracts and lease management, office management/maintenances, policies and SOPs compliance and leading over all HR management in country.
Core Responsibilities
Management
- Supervise a dedicated team of HR and Administration.
- Ensure staff action plans are prepared and objectives are set.
- Performance management of HR/Admin Staff.
- Provide update figures and new trends in HR management and Administration.
Administration/Procurement & Contracts Management
- Procurement of goods/services for GC programs across afghanistan in accordance with Geneva Call procurement procedures.
- Focal points for all contracts, lease agreements and framework agreements with suppliers for Geneva Call.
- Maintain database of all lease agreement in afghanistan and update management on their statuses time to time.
- Ensure GC offices and Guesthouses are well maintained, clean and in safe environment.
- Review and report fuel consumptions on GC fleet and Generators. Work on maintenances of GC equipments and management.
- Focal point for rental vehicles management in country and field offices.
- Keep record of vendors list, create vendors database and update time to time.
HR Management
- Maintaining physical and digital personnel records in accordance with GC checklist.
- Ensure records Maintain of GC employee’s management in Microsoft Dynamics ERP in NOVA HR Management systems.
- Ensure GC recruitment is facilitated from Recruitment request till the final contract bindings between employee and employer in a transparent and competitive manner.
- Schedule job interviews and contact candidates as needed.
- Be main focal point for GC insurance company. Liaise with company on issues with staff health insurance, dependents insurance and accidental insurance related matters.
- Facilitate on boarding process of new employees and has the responsibility to ensure staff is inducted on GC code of conduct and with all relevant departments.
- Monitor afghanistan labor law and report to SC on various discrepancies for management attention.
- Ensure staff timesheets are collected each month for payroll process. Responsible for initial payroll preparation in accordance with GC timeframe.
- Participate and conduct tests, interviews for candidates.
- Regularly update management on new trends on HR management, new government compliances and challenges to ensure smooth day to day operation.
- Ensure expatriates staff visa, work permit and other legal obligations are fulfilled and processed on time.
- Any other task assigned by the supervisor.

- Exposure to Labor Law and employment equity regulations.
- Effective HR administration and people management skills.
- Exposure to payroll practices.
- Full understanding of HR functions and best practices.
- Excellent written and verbal communication skills.
- Works well under pressure and meets tight deadlines.
- Highly computer literate with capability in email, MS Office and related business and communication tools.
- Fantastic organizational and time management skills.
- Strong decision-making and problem-solving skills.
- Meticulous attention to detail.
Education and experience
- Bachelor’s degree in economic or finance or accounting any other relevant departments level education.
- More than 5 years of experience in a previous similar role.
- Experience with international organisations is preferred.
