Avis d’appel d’offres : Évaluation externe de la réponse d’urgence multisectorielle de Concern en Syrie (phase VI).
- PURPOSE OF THE EVALUATION
The external evaluation will assess the programme’s contribution to alleviating suffering through an effective and timely humanitarian response across Northeast Syria (NES), namely Ar Raqqa, Deir-ez-Zor, Aleppo and Al-Hasakeh. In doing so, the evaluation’s purpose is for learning and accountability, specifically the evaluation will assess the degree to which the programme has achieved its intended outcomes at the end of the twelve months of implementation. This will be assessed by looking at the extended DAC criteria including: programme relevance, appropriateness, effectiveness, coverage, efficiency, impact, connectedness and coherence as well as other relevant criteria.
Intended use of results: The external evaluation is first and foremost an evaluation that will be used by Concern Syria to improve the implementation of the ECHO project for 2023/2024. However, the results of the evaluation should also be applicable for general programme planning, design and implementation in NES. Moreover, the findings will also contribute to informed decision-making, foster an environment of learning, promote greater understanding of humanitarian principled approaches in the project areas while contributing towards the development of more efficient and effective project development in the mission.
2. DESCRIPTION OF THE SOCIAL, ECONOMIC AND POLITICAL CONTEXT
The scale, severity and complexity of needs in Syria remain extensive. As the conflict -and protection crisis it caused-continues into its twelfth year and the economy collapses, the number of people in need is rising at an alarming rate. The number of out-of-school children has soared to 2.45 million with many more at risk of dropping out and 18% of households in NES resort to child labour to meet their basic needs. Lack of access to safe water and sanitation services -especially amidst the COVID-19 pandemic-continues to affect the health of many households. The continued devaluation of the Syrian pound and rising unemployment has reduced the purchasing power of households who are increasingly unable to afford essential goods and services. 9.3 million Syrians are now food insecure, an increase of 1.4 million in the last 6 months alone. 216,690 IDPs are living in last resort sites in NES.
3. DESCRIPTION OF THE SUBJECT OF THE EVALUATION
The overall objective of the ECHO-funded Multi-sector Integrated Emergency Preparedness and Holistic Programming Phase VI is to continue the provision of an integrated, multi-sectoral life saving emergency assistance by addressing intersectionality of needs of the most vulnerable people in areas prone to conflict, hard to reach areas, and communities witnessing an influx of IDPs with Education, Protection, WASH, Basic needs, SNFI and Emergency preparedness.
Specific Programme Objectives:
- To support conflict-affected children to access learning opportunities and to reintegrate into the formal school system with quality education and safe and inclusive learning environments. The NFE intervention will provide literacy, numeracy (LN) and Social Emotional Learning (SEL) sessions to support children to (re)build their confidence and skills to integrate into formal education.
- To reduce the protection risks and improve the wellbeing of children, adolescents and, caregivers through the delivery of group-based psychosocial support (PSS). In addition, ensuring protection mainstreaming across all sectors.
- To continue to improve access to and quality of WASH services by rehabilitating water stations and networks, water quality mapping, responding to emergency water needs in camps and informal settlements, vector control, hygiene promotion. There will be a continued focus in Deir-ez-Zor, east and north line where there remains to limited access and there continues to be critical infrastructure gaps.
- To address the basic needs of the most acutely vulnerable individuals unable to meet their most basic needs who are adapting negative coping mechanisms to survive, with six rounds of multipurpose cash (MPCA) to give households flexibility and agency in meeting their needs.
- To provide multi-sector support to IDPs and returnees living in camps, informal settlements and damaged /unfinished buildings through NFI, Shelter and winterization activities. Concern will focus on rehabilitating inadequate private shelters with vulnerable IDP or returnee households.
- To respond to any new emergency leading to displacement and pressing humanitarian needs through the provision of MPCA under a Disaster Risk Reduction (DRR) mechanism with PIN.
4. OBJECTIVES OF THE EVALUATION
The sub-objectives of the evaluation contributing to the learning and accountability are as follows:
- Assess, in an evidence-based manner, the effectiveness, coverage and efficiency of the programme’s components and implementation strategies against programmes objectives and assess impact
- Provide understanding of the relevance and appropriateness of the programme
- To assess the connectedness and coherence of the programme
- Capture lessons learned and make practical targeted recommendations to guide future programming

All expressions of interest must include the following:
- Technical Proposal:
- Brief explanation about the applicant with particular emphasis on their previous experience in related areas;
- Detailed CV of the Consultant which has three contactable referees. (Contact details must be the work email addresses of the referees. Personal email addresses will not be accepted).
- Understanding of TOR though proposal (not more than five pages) clearly showing how all the components in the TOR will be met, including a provisional schedule setting out the time allocated to each deliverable.
- Attach at least one sample of similar previous work.
- Financial Proposal:
- The financial proposal should provide cost estimates for services if paid as lump sum or as daily consultancy rates and any other necessary costs.
Please note the following:
1. Successful applicants must be prepared to sign and adhere to Concern Worldwide’s Code of Conduct and Associated Policies including security procedures for Northeast Syria.
2. The successful applicant must be eligible for a visa to enter Kurdish Region of Iraq.
3. Negative tests for the following will be required by the country authorities: HIV, Hepatitis A and Hepatitis B. The successful candidate must be prepared to undergo this testing and must secure negative tests.
