Responsibilities include:
- Provide technical support required to implement project technical activities in Panama based on the project’s strategic long-term vision and USAID priorities;
- Collaborate with the project’s technical leads for Honduras, El Salvador, and Guatemala and with the regional management to identify, plan, and oversee activities to strengthen the SCM of health commodities;
- Lead the development and implementation of technical/quality standards, guidelines, and tools related to SCM strengthening interventions within the tiered network, including but not limited to forecasting and supply planning, procurement, warehousing & distribution, logistics management information systems, and human resource development in SCM;
- Provide technical assistance for all SCM technical assistance activities in Panama, including designing workshops, preparing training materials, and leading technical meetings;
- Provide logistical support critical to technical activities including general scheduling, trip planning, booking conference spaces, managing stipends, and other;
- Support the logistics management information system strengthening at the national and regional levels, enabling the improvement of data visibility at the upper levels;
- Assist in the preparation of high-quality regular project reports and deliverables as well as ad hoc client reporting requests;
- Develop project success stories and technical briefs for Panama activities;
- Support data collection and aggregation to report on key performance indicators;
- Represent the GHSC-PSM project as needed at meetings, technical workshops, and events.
Qualifications:
- Minimum of five years of working experience in supply chain management in a technical capacity (desirable in health commodities and working with international cooperation projects);
- Bachelor’s degree in industrial engineering, pharmaceutical chemistry, public health sciences, logistics, or similar required; Master’s degree preferred;
- Knowledge of and practical experience implementing supply chain management best practices in subjects including strategic planning, procurement, warehousing, forecasting and supply planning, and logistics management information systems;
- Excellent written and oral communication ability, including the preparation of high-quality qualitative reports and summaries;
- Proven diplomatic and interpersonal skills in working with clients and technical stakeholders and in managing client expectations and competing priorities;
- Experience in capacity development and knowledge transfer. Experience in developing databases for data collection and processing;
- Experience working in monitoring and evaluation reporting and data validation processes;
- Experience working in interior areas of Panama, preferably familiarity with the national and local governments and institutional stakeholders in-country and availability to travel to different departments of Panama;
- Demonstrate leadership, versatility, and integrity;
- Spanish fluency and advanced English proficiency, both verbal and written, required.
