The role

The Humanitarian NGO Platform in Ukraine was established in February 2023 and is currently accepting membership applications from local, national and international NGOs active in the humanitarian response in Ukraine. The Platform is dedicated to serving and facilitating the work of its members to efficiently and effectively address the humanitarian needs of conflict affected people. This is done through advocacy, coordination, information sharing, representation, and external stakeholder engagement. The Secretariat currently consist of the Director, and is supported by the Steering Committee comprising of the founding NGOs of the Platform. Save the Children is the host of the NGO Platform.

The Secretariat is planning on expanding to be able to deliver on the key functions of the Platform and make a meaningful impact on the effectiveness of the humanitarian response. We endeavour to work through a strong and effective NGO voice consisting of the Platform members but also through active outreach to local actors and volunteer groups. Currently the Platform has mostly delivered on its formal start-up, information sharing, coordination and representation functions. Several joint NGO advocacy initiatives were undertaken by the NGO Advocacy Working Group over the past 12 months. However, starting in March 2023 the WG is part of the NGO Platform structure and envisages to strengthen the collective NGO voice and develop and implement a strategy together with its members to guide its work.

The post holder will play a key role in preparing analysis and contents of advocacy together with advocacy focal points of NGOs. S/he will coordinate the Advocacy Working Group and will lead the development of its strategy under the guidance of the Steering Committee and the General Assembly (CD group). S/he will support the development of key messages for NGO representatives in different coordination groups with a focus on the HCT. S/he will, together with the Director, ensure coherence in messaging across the Platform membership and engagements. S/he will also work together with the Deputy Director and the Government Liaison Advisor that are expected to join the Secretariat once funding is secured.

Qualifications and experience

Essential

· An excellent professional track record with a minimum of 5 years’ experience working in advocacy on humanitarian issues in conflict/post-conflict settings with UN, NGOs and/or donor agencies;

· NGO coordination experience is preferred;

· Bachelor’s degree in relevant field required. Master’s degree, preferably in international humanitarian law, public policy, peace and conflict studies, international affairs, political science, international development, or related field – or equivalent experience – preferred;

· Experience of influencing and advocacy work including lobbying, policy development and information provision in humanitarian issues with a wide range of stakeholders;

· Strong understanding of humanitarian principles and international humanitarian law;

· Strong understanding of the humanitarian response architecture;

· Demonstrated leadership, management and coordination skills;

· Strong communication, inter-personal, facilitation and diplomatic skills;

· Excellent computer literacy. Experience with graphic design or layout is an advantage;

· Excellent written and spoken English skills required, including demonstrated ability in writing briefing papers and other information products. Fluent Ukrainian and/or Russian is an advantage.
