POSITION SUMMARY:

The Senior Director for Global Supply Chain and Security is responsible for two principal areas of business. As head of the organization’s global supply chain, the position manages Project HOPE’s gift-in-kind (GIK) activities, inclusive of relationship management with GIK partners and engagement with Project HOPE field programs to support donation needs. The position also provides direct support to Project HOPE’s field-based procurement and supply chain management, ensuring effective planning and adherence to Project HOPE policies and procedures and proper training of procurement personnel. With oversight of global security, this position is responsible for developing and training on global security policies and ensuring risk mitigation strategies are in place for Global Health programs in rapid-onset disasters and other insecure or unstable environments. The position is also a core member of the Project HOPE emergency response unit. In this capacity, they can be deployed on short notice to rapid-onset emergencies to manage logistics and support mobilization of supplies and resources and establishment of a logistics/procurement unit on the ground under the direction of the Project HOPE’s Director of Emergency Response and Preparedness.

PRINCIPAL RESPONSIBILITIES:

Gift-in-Kind

  • With Development colleagues, develop and maintain relations with key partners and donors for GIK, sourcing field-based needs in a timely manner and pursuing strategic growth opportunities to enhance Project HOPE’s ability to deliver cost-effective solutions to global health challenges.
  • Serve as the principal point of contact and support for the GIK Committee with Project HOPE field missions as regards the logistics involved in requesting, receiving and distributing GIK donations. This includes assessing country capacity for importing gift-in-kind donations, with careful consideration of all logistical matters, importation requirements, consignment, warehousing, and onward distribution.
  • With members of the Project HOPE GIK Committee, support in the identification of shipping and handling options for GIK donations and coordinate the shipment and receipt of the donations with the receiving parties.
  • Monitor and track product movements and support custom clearance, logistics, and all documentary requirements. Also includes travel to program sites to monitor, support and verify utilization as required.
  • Work to ensure that Global Health programs and other partners are able to effectively manage and utilize donated and procured items. This includes establishing guidelines, communicating with program staff, resolving problems, and providing trainings.
  • Support in the preparation of, or review of, final GIK distribution reports as required.

Global Health Supply Chain

  • Maintain and update procurement and supply chain guidelines for Project HOPE and provide continuous training and mentoring to Project HOPE staff, including headquarter and field-based staff, on procurement procedures, warehousing, and distribution.
  • Support program directors with development of vendor tracking lists, blanket purchase agreements, and project-based procurement plans that are aligned with project budgets and work plans.
  • Engage directly with Global Health programs on large-scale procurements, providing guidance and advice on processes, assistance in sourcing of international vendors, review and approval of program-related procurements above specified thresholds, and receipt, warehousing, and onward distribution of goods.
  • Serve as the logistics lead for establishing new program and country offices, identifying safe and secure housing and office space, managing program and administrative transport, and ensuring effective communication systems.
  • In select country programs requiring assistance, and with inputs from program directors or technical staff, design and deploy in-country supply chain and procurement system, inclusive of receipt and clearance processes for importations, warehousing, vendor sourcing, and distribution mechanisms.

Emergency Response

  • Maintain and update Logistics Emergency Response Standard Operating Procedures in compliance with Project HOPE’s established procedures and donors’ rules and regulations.
  • Manage stocks of emergency items through the development, acquisition and maintenance of pre-positioned response kits.
  • Initiate and maintain dynamic contacts with potential acquisition streams, including commercial suppliers, relevant UN agencies, and other key actors, to allow for rapid mobilization of emergency and humanitarian supplies.
  • Undertake desk assessment and engage with Global Logistics Cluster to inform Project HOPE emergency response team on logistics and supply chain matters related to countries affected by disasters.
  • As required, deploy on emergency assessment and/or response missions.
  • Design emergency logistics structure for new program areas, inclusive of building and managing a national team of professionals, with rapid but comprehensive training on Project HOPE logistics procedures, and setting up housing, office and transportation modalities.
  • Coordinate with country-based Logistics Cluster members and other organizations to optimize supply chain activities and acquisition options.
  • Establish supply chain and procurement system, inclusive of importation, warehousing, vendor sourcing and onward distribution and tracking.

Global Security

  • Develop an annual workplan and checklist of priority actions for this critical area of focus as Project HOPE expands its footprint into increasingly insecure and unstable environments.
  • Develop a safety and security framework for Global Health programs, with a priority on those in the highest risk contexts.
  • Training on and reinforce serious incident reporting throughout Global Health programs and oversee the establishment of a Crisis Management Team.
  • Key to success for this aspect of the job will be close engagement with regional and emergency/humanitarian directors as well as with other HQ departments, including Human Resources and Legal & Compliance.

Other duties as assigned

MINIMUM QUALIFICATIONS:

  • BA or BS degree, advanced degree preferred;
  • Minimum of ten years international work experience in logistics and supply chain management for humanitarian programs, preferably in the sector of health;
  • Experience developing and rolling out organization-wide policies, procedures and manuals related procurement, supply chain management, and safety & security;
  • Experience responding to multiple, international rapid onset disasters and complex emergencies, leading logistics and supply chain management;
  • Developed and maintained partner and donor relationships in support of health and humanitarian programs;
  • Contributed or led multiple program startups in new countries of operation;
  • Ability to be a constructive team member in stressful, hardship and high-risk environments;
  • Ability to work with little supervision;
  • Fluency in English. Knowledge of other languages is an advantage;
  • Willing to travel internationally 15-20% of time.
