ESSENTIAL FUNCTIONS:

Financial Responsibilities

  • Direct all financial transaction activity, including accounts payable, accounts receivable, and payroll, and ensure the completeness, accuracy and timeliness of transactions and accounting system entries is compliant with HIAS policies and government regulations.
  • Review all financial and accounting processes, monitor progress and changes; and keep the senior leadership team abreast of the organization’s financial status.
  • Ensure good practice in treasury and cash management, promoting minimum use of cash transfers, timely and efficient process for making payments and always maintaining appropriate levels of cash in the country to keep operations going.
  • Manage the Finance Team towards high standards of performance through clear roles and responsibilities, on-going feedback, and appraisals. Proactively address performance issues through timely constructive feedback and coaching.
  • Review key monthly account analysis, bank reconciliations, general ledger to subsidiary ledger reconciliation.
  • Oversee compliance with the tax and labor requirements including monthly payroll reviews, reconciliation, payment to ensure that payroll is completed in.
  • Lead the accurate compilation of financial reports for all donors and HQ, and ensure they are submitted in a timely manner.
  • Oversee and lead the team on timely preparation of monthly, quarterly, and annual financial statements and reports.
  • Ensures timely and accurate monthly closing of General Ledger.

Budgeting, Fiscal and Compliance

  • Support the Country Director and Finance team in the development of multiyear organizational revenue and expense budgets based on input from functional/business teams
  • Oversee budgeting for proposals, renewals and reporting in conjunction with programmatic and other operational staff.
  • Guide finance, programs, and development staff to ensure funds are used in accordance with donor intentions or appropriate modifications are requested as necessary.
  • Ensure that fiscal requirements for grants and contracts are identified, realized, and monitored through regular monitoring meetings.
  • Monitor budget execution and spending through a tracking system.
  • Provide oversight on monthly budget-to-actual analysis(BVA)and conduct reviews with program managers; communicate results of reviews and analyses to Country and HQ management and finance leadership.

Audit and Governance

  • Coordinate and lead all financial audits of the operations in HIAS Chad
  • Guide the audit requirements with the different departments to ensure compliance with established donor and internal SOPs.
  • Review and approve information and documents required in audits, prior to delivery to auditors.
  • In liaison with the Country Director, receive and guide the organization on the management response document and corrective action plan or for any findings resulting from the audit.
  • Direct and oversee the implementation and execution of the corrective action plan as per audits findings.

Internal Controls and Compliance

  • Provide oversight in reporting, compliance, and recognition of international grants for assigned portfolios.
  • Oversee application of NetSuite in all aspects of HIAS Chad’s operations.
  • Guide and provide oversight in coding of expenses against grants to ensure adequate charging of grants.
  • Guide the compliance of HIAS financial and accounting policies, procedures throughout the organization.
  • Ensure adequate segregation of duties are maintained within the Finance Team to ensure compliance with best practice.
  • Maintain a working knowledge of laws, regulations, policies and other requirements that affect grants management and requirements.

Capacity Management and Development:

  • Create and foster a learning environment by mentoring and training staff on financial best practices, policies and procedures, systems (accounting, budgeting, asset management), reporting and donor regulations.
  • Lead and supervise finance team through periodic meetings, guiding effective establishment of objectives, delegation and communication.
  • Participate in internal and external management meetings for financial planning and development purposes.
  • Provide oversight in the management of accountability to affected population by ensuring staff responsibilities and HIAS financial practices consider the population that HIAS serves.

Qualification and Experience

  • Graduate degree or other post-graduate qualification in finance or accounting (will consider experience in lieu of master’s degree).
  • At least Nine (9) years’ work experience in an Accounting or Finance position with accounting and budgeting responsibilities and at least three (3) to four (4) years in a INGO or similar field.
  • At least five (5) years of demonstrated experience in management role
  • Knowledgeable of Chadian financial and accounting laws and regulations.
  • Excellent computer skills in all Microsoft office suite products (Word, Excel, PowerPoint, etc.); highly organized and detail-oriented with strong analytical and problem-solving abilities; capability to handle sensitive and confidential information.
  • Ability to work in a team and independently, take initiative, prioritize competing tasks, and meet deadlines in a fast-paced environment.
  • Strong communication and interpersonal skills.
  • Oral and written fluency in both written and spoken English and French is required.
  • Flexibility, adaptability, and ability and willingness to operate independently in potentially hazardous environments for extended periods, involving travel within the area of operations.
