Objective of the consultancy
The consultant will be required to :
– Conduct a secondary data analysis of casualty data and submit a summary of findings, including disaggregation by geographic regions and demographic groups
– Conduct a KABP survey and produce a KABP Survey report, compliant with provided Design Guide. As a minimum, this report will include an Executive Summary of the main findings (maximum 2 pages); background information on the context; description of the KABP Survey aim and objectives; a detailed description of methodology and data collection methods (including its limitations); a map of survey’s geographical coverage; findings of the survey; analysis of findings through SBC theory; conclusions and recommendations (at the minimum for DRC and HI’s strategies, the EORE Theory of Change, and EORE program design in Ukraine – available to the successful applicant); lessons learned on conducting a KABP Survey in Ukraine; draft methodology for follow-up impact monitoring of DRC EORE activities in Ukraine; and annexed questionnaires, interview questions, and other methodological tools
– Collect, clean, analyze, and hand over the entire raw survey data plus the cleaned database of the survey;
– Develop and present the survey via a PowerPoint presentation, including infographics of KABP Survey results, compliant with provided Editorial Manual.
NB: all deliverables are to be provided in English, following professional proofreading services.
Scope of work and methodology
DRC and HI are looking for a consultancy to conduct a KABP survey in select conflict-affected regions of Ukraine to:
– Develop a mixed-method survey6 grounded in Social Behavioural Change (SBC) theory;
– Design the research methodology
– Assess the current knowledge, attitudes, behaviors, and practices of the targeted population in Ukraine toward risks from EO and other explosive weapons;
– Identify the most at-risk gender, age, disability, and employment groups at risk from EO accidents in Ukraine and elaborate on their positionality within main risk-taking categories (i.e., unaware, uninformed, reckless, intentional, and misinformed);
– Explain socio-economic and cultural factors influencing key risky behaviors and practices of the targeted population in Ukraine;
– Provide recommendations to the current DRC and HI strategies and EORE Theory of Change in Ukraine.
The KABP Survey is expected to focus on areas of Kyiv, Kharkiv, Dnipro, and Mykolaiv Oblasts – currently deemed safe for operations by DRC Safety Team in Ukraine (ceteris paribus) – as well as potentially other areas not currently accessible for security reasons in Kherson and/or Donetsk Oblasts, if phone survey is assessed to be feasible. Ideally, the survey will differentiate between settlements never occupied, previously occupied settlements, and those close to the contact lines, as well as between rural and urban areas. For the sufficient quality of survey results, DRC and HI recommend a minimum of 384 survey respondents in each selected Oblast (for a total of 1,152 survey respondents), 40 FGDs with identified at-risk groups and disability network, and 30 KIIs within each prioritized Oblasts. A gender and age balance should be sought, as well as the inclusion of persons with disabilities to the extent possible.
The Consultant will be required to prepare a detailed methodology and work plan indicating how the objectives of the project will be achieved, and the support required from DRC and HI.
NB: Depending on access and security situation, the methodology might be shifted from mixed to more qualitative. The modifications shall be agreed upon with the technical supervisors at DRC and HI.
